In 1993, the Foundation initiated a research project on Innovations for the
improvement of the urban environment. The first phase of the project included an
overview of innovative urban projects in the then 12 Member States of the EU,
conducive to the sustainable city, with its environmental, social and economic
dimensions. This overview, conducted by a group of young planners, was made in
1996 in the Member States which most recently joined the EU and provided a total
of 110 projects. It covers a large range of initiatives and actions, from the
improvement of the urban "metabolism" to the upgrading of housing and the
enhancement of sohdarity and citizens participation.
Previous reports, 'Terceivmg-Conceiving-Achieving the Sustainable City",
analysed cases marking progress in the field of urban eco-auditing, the creation and
the integration of SMEs, developments towards the car-free city and improvements
in aesthetics, functionality and desirability of the sustainable city.
Towards the conclusion of the project, the Foundation invited the group of young
planners to evaluate the innovative projects studied and especially to highlight
those projects, which with a minimum initial cost achieved a maximum of positive
change. For this exercise, Barry Pearce provided a background paper, which was
finalised after the input of the young planners, who met in Dublin on 21-22
November 1996. Voula Mega, research manager of the project and editor of this
publication, draws the main conclusions from the exercise and its contribution to
the work of the Foundation.
