EUR 20399 EN Improving Energy Efficiency and Enhancing Environmental Compliance in Municipal Solid Waste (MSW) Incineration Thomas Malkow European Commission Joint Research Centre Institute for Energy JRC Petten The Netherlands April 2002 Preface In December 2001, the Steering Comittee of the European Union (EU) network Performance, Reliability and Emissions reduction in Waste Incinerators (PREWIN) requested the IE to perform a study on energy efficiency of Municipal Waste Incinerator (MWI)'s of which this report is to be seen as a part of it. Further, on demand of Art. 16(2) of the Integrated Pollution, Prevention and Control (IPPC) directive 96/61/EC, organisations of the Member States as well as European Free Trade Area (EFTA) and accession countries are currently preparing a BAT Reference document (BREF) on waste incineration under the coordination of the European IPPC Bureau (EIPPCB) of the Institute for Prospective Technological Studies (IPTS), JRC Seville. This report is a contribution to it by the IE. However, in the course of this study, a lack of informations on MWI plants in the EU and the accessesion countries became apparent, in particular • data on actual Calorific Value (CV)'s of MSW incinerated, • up-to-date plant data on achieved energy efficiency accounting for on-site power consumption and • residue yield and management with regard to re-use and disposal including the technologies used to comply with EU legislation.
