This volume is one of a series of surveys commissioned by the European
Foundation in Dublin concerning the structure and functioning of the insti­
tutions responsible for the implementation of legislation on safety and health
protection at the work place in the nine member States.
The purpose of these surveys was to obtain as much information as possible
on current legislation, on the importance given to problems of safety and
health in collective bargaining, on various monitoring functions (such as
the enforcement of health and safety laws, medical checks, and technical
inspection) and on measures aimed at fostering awareness of health and
safety problems (through research, training and information)·
In addition, the research was aimed at identifying the socio-cultural factors
which have contributed to changes in the institutions responsible for
implementing the legislation and in the legislation itself.
The research was carried out in two stages :
1) A report was prepared in each 'member State either by a research institute
or by individual experts to whom the Foundation had given the task of
conducting the survey.
2) All the reports were then evaluated by representatives of Governments,
employers and workers, each of these three groups comparing the analysis
contained in the reports with the experience of its respective members.
If appropriate, the groups made proposals aimed at improving the situation.
Each group gave its opinion in the form of a written evaluation report.
This method reflects the Foundation's interest in promoting a type of research
which combines the researchers' approach to the problem with the practical
experience of people active in the field of working conditions.
The procedure followed in the study is reflected in the composition of this
volume, which consists of: -2-
1) a synthesis written by the Foundation (this is a working document
prepared for the evaluation seminar);
2) the evaluation reports drawn up by the representatives of Governments,
unions and employers, based on working group sessions during a seminar
held in Dublin on 29 and 30 March 1979;
3) a study prepared by Bundesanstalt für Arbeitsschutz und Unfallforschung
on the structure and functioning of the institutions responsible for
safety and health at the work place in the Federal Republic of Germany.

original language or in English translation) can obtain them from the
Foundation.
The European Foundation wishes to stress that the analyses and opinions
contained in the study reports are the sole responsibility of the institutes
or individual experts who compiled them.
