This volume forms part of a series of surveys on the spread of shiftwork
in the services sector.
These surveys, which are a complement to the research carried out by
the Foundation in the industrial sector, have the same general objectives.
As in the preceding study, the purpose was tQ evaluate the extent of
the phenomenon, to identify its causes, to highlight the influence of
legislation or contract law on its development, and to record innovatory
measures aimed at improving the quality of life of the workers.
The field of research covered the following categories of service
industries: commerce, catering, hotel trade, transport and communications,
recovery of waste products, repairs, and credit and insurance institutions.
Some other activities normally considered as belonging to the industrial
sector were also included, such as water, gas and electricity supplies.
This study was carried out in two stages:
1) A report was drawn up by a research institute in each
Member State.
2) The set of reports was evaluated by representatives of
governments, employers and trade unions. Each group viewed
the analysis contained in the reports against the experience
of its members and, if appropriate, made proposals for
improving the situation. The opinion of each group was set
down in a document entitled "evaluation report".
This method reflects the Foundation's regard for promoting research
of a type which brings together the experts' approach and the experience
of those involved practically in problems of working conditions. The procedure followed in the study of the spread of shiftwork in the
Community is reflected in the composition of this volume which contains:
1. the evaluation reports drawn up by representatives of governments,
trade unions and employers, based on working group meetings which
took place during a seminar held in Dublin on 4 and 5 September 1980;
2. a study carried out by FAG on the spread of shiftwork in the services
sector in Germany.
The European Foundation wishes to emphasize that the analyses and opinions
contained in the studies carried out by the national institutes are the
sole responsibility of the authors concerned.
