This study was commissioned under the 1981 programme of work as the first
item of research on the subject of working time and leisure time, one of
the two new topics under the living conditions section of the 1981-84
programme. Given that this was a completely new area to be tackled by
the Foundation it was decided to undertake a European overview of existing
research in the Member States on the interrelationships between working
time and leisure time. The aim of the study was to define more clearly
the scope and content of this topic which covers a vast area and is subject
to considerable debate as to the dividing lines between these two main
areas of time usage. This would assist the Foundation in determining the
priorities for further research, such as filling identifiable gaps or
testing in greater depth evidence which had already been highlighted by
existing research.
The work was undertaken by a research team in the Work and Society Research
Centre of Dauphine University in Paris, assisted by a network of correspondents
in the various countries and combined with visits of the research team to
interview key individuals in the relevant national organisations. The
research covered all types of published material and the results are compiled
in the form of a synthesis report which assesses the overall research situa­
tion and develops a geographical and subject-based analysis of the relevant
material and a series of nine national reports which provide a summary of the
main research trends in each country, summaries of the most significant
studies, a classified bibliography and a list of the main administrations and
centres concerned with the topic. The synthesis report is available in all
Community languages, the national reports only in French and English.
In line with the established procedures of the European Foundation this
study was evaluated by representatives of the governments, employers and
trade unions at a seminar held on 17 and 18 February 1983. Each group
has given its opinion in the form of a written evaluation report which is
published with the research results. It is hoped that by this method the
Foundation is promoting a research approach which combines the expertise
of the researcher with the practical experience of those active in the fields
of living and working conditions. The European Foundation wishes to stress that the analysis and opinions
contained in the study reports are the sole responsibility of the researchers
