RE; Mt. Nayes LNG Project and BC Hydro Rate Increase
an regards to recent proposals to revive the MT Nayes LNG project and to increase hydro rates, I believe
that these proposals contravene stated BC energy development policy that promises any new players a fair
assessment of proven alternative energy supply technology that could significantly reduce the cost of gas
and electriciq.
Terasen cannot dispute the fact that converting CWS to produced gas would ensure an alternate supply
and create a competitive local market for gas pricing, and Be hydro cannot dispute that burning CWS in
a co-generation power plant would insure against higher electriciq prices as a competitive alternative for
both base load and, for peak power (generated via a CWS-fueled pumped storage plant that also
includes recycle of municipal and industrial wastewater for large scale production of liquid hydrogen -
LHZ and, an LHZ-gasoline dual-heled vehicle infrastructure Gnanced by a combination of waste disposal
fees and highway tolls that would also compete directly with gaseous hydrogen-fuel cell-electric vehicle
infrastructure),
In conclusion, taxpayers desewe an investigation of CWS as a viable alternative that also offers the
opportunity to accelerate our drive to the hydrogen economy with economical capture of carbon (from
both CWS and LNG) for transport to Britannia and storage in the abandoned mine tunnels, CWS is easily
transported by barge or pipeline and, is an ideal starter media to gasify and/or liquefy coal. Further, any
power engineer would agree that both Britannia Mines and the Jordan River hydroelectric project are
ideal sites for pumped storage operations that could easily be powered by 10 Mw 0 50 Mw CWS power
plants,
Therefore, I respectfully request that the IPC Utilities Commission order that any consideration of a
permit for Mt. Hayes or, of a price increase for BC Hydro, be rejected until such time as a independent
comparison is completed with the above proposed CWS energy supply system equipped with integrated
carbon control and hydrogen economy components (which is small price to pay for abandonment of the
GSX by BC Hydro),

The parameters outlined in the Negotiated Settlement are quite broad and whether or not they are borad enougll
