In conclusion, taxpayers desewe an investigation of CWS as a viable alternative that also offers the
opportunity to accelerate our drive to the hydrogen economy with economical capture of carbon (from
both CWS and LNG) for transport to Britannia and storage in the abandoned mine tunnels, CWS is easily
transported by barge or pipeline and, is an ideal starter media to gasify and/or liquefy coal. Further, any
power engineer would agree that both Britannia Mines and the Jordan River hydroelectric project are
ideal sites for pumped storage operations that could easily be powered by 10 Mw 0 50 Mw CWS power
plants,
Therefore, I respectfully request that the IPC Utilities Commission order that any consideration of a
permit for Mt. Hayes or, of a price increase for BC Hydro, be rejected until such time as a independent
comparison is completed with the above proposed CWS energy supply system equipped with integrated
carbon control and hydrogen economy components (which is small price to pay for abandonment of the
GSX by BC Hydro),

The parameters outlined in the Negotiated Settlement are quite broad and whether or not they are borad enougll
