Ensure that adequate documented procedure(s) are in place for the
official control of FCM manufacturers (Article 8 of Regulation (EC)
No 882/2004).
State Public Health Service under the Ministry of Health (SPHS): In
2010 to prepare and approve a check-list for PHCs inspectors
involved in inspections of the establishments manufacturing FCM.
In 2009-2011 to implement the public health surveillance quality
assurance system in which inspection procedures for FCM
manufactures will be included.
State Non-Food Products Inspectorate State Non-Food Products
Inspectorate under the Ministry of Economy(SNFPI): To improve
market control of articles in contact with food the State Non-Food
Products Inspectorate under the Ministry of Economy will develop,
before second quarter of 2010, the checklists based on requirements
and amendments of Lithuanian Hygiene Norm HN 16:2006

Ensure that all FCM manufacturers implement GMP as required by
Commission Regulation (EC) No 2023/2006.
SPHS: FCM manufactures will be forced to implement GMP.
During the inspections of FCM manufactures ensure that
implementation of GMP would be considered as a priority.

Ensure that all guides to GHP are in line with Regulation (EC) No
852/2004.
SFVS : The developers of GHP in bakery have pledged to update the
Guide every five years. Thus in 4

quarter 2010 the updated GHP
will be prepared, which will be in line with the requirements of
Regulation (EC) No 852/2004

Ensure that the FCM NRL adequately collaborate with the CRL as
required by the Article 33(2)(a) of Regulation (EC) No 882/2004.
CRL (SPHL – State Public Health Laboratory) supplied with all
necessary up-to-date contact information to ensure proper
information exchange.
SPHS: Ensure continuous and adequate collaboration of the FCM
NRL (SPHSL) and CRL.

Continue appropriate training of inspectors on FCM control
including assessment of declaration of compliance and GMP
(Article 6(b) of Regulation (EC) No 882/2004).
SFVS : Training on inspection of materials and articles in contact
with food for SFVS specialists of veterinary and food control is
foreseen in accordance with SFVS director Order No. B1-22 of 23
January 2009.
SPHS: In December 2009 the SPHS will organise one-day training
for PHCs inspectors. The training will be focussed on control of
declaration of compliance.
Two training courses on GMP and other requirements for FCM
manufactures will be organised during year 2010.
SNFPI: In 2009, the State Non-Food Products Inspectorate under the
Ministry of Economy will organize/hold trainings for inspectors who
perform market supervision of articles in contact with food based on
requirements and amendments of Lithuanian Hygiene Norm HN
16:2006.

Consider extension of FCM official sampling of imported FCM and
FCM already in contact with food as well as broaden the scope of
analytical tests (Article 24(1) of Regulation (EC) No 1935/2004 and
Article 3(3) and (4) of Regulation (EC) No 882/2004).
SNFPI: The State Non-Food Products Inspectorate under the
Ministry of Economy in performing market supervision of articles in
contact with food based on requirements and amendments of
Lithuanian Hygiene Norm HN 16:2006, will select samples for
testing where needed.

Consider training of inspectors on FA including purity criteria
control (Article 6(b) of Regulation (EC) No 882/2004).
SFVS : Training on inspection of purity of food supplements and
food additives for SFVS specialists of veterinary and food control is
foreseen in accordance with SFVS director Order No. B1-22 of 23
January 2009.
