Also, Congress may make laws concern- ing captures on land, as well as on luater. Art. I., Sect. CI.8, 12. Congress may raise and support armies and provide: and maintain a navy. Art. L, Sect. CI. 14. Congress8, may make laws for the government of land and naval forces. Art. I., Sect. CI. 15. Congress may8, provide for callingforth the militia to execute the laws theof Union, suppress insurrection, and repel invasion. Art. I., Sect.
