This volume contains the main findings of phases I and II of a project aimed
at monitoring the implementation of the Worker Participation (State Enterprises)
Act 1977 in seven semi-State companies in Ireland. The project was initially
funded under the 1978 programme of work within the item concerning the impact
of different systems of workers' participation and control on the improvement
of work organisation and work environment. The resources available to the
Foundation did not permit an examination of participation systems in all member
States and it was decided to undertake three projects in Denmark, Italy and this
one in Ireland.
An opportunity was presented to the Foundation in 1978, with the imminent
implementation of the Worker Participation Act of 1977, to examine and monitor,
from the very earliest stage, the introduction of "worker directors", i.e.
employee representation on the company board, and to obtain a better understanding
of the role of these representatives, the issues that are created within
enterprises by their election, how these are resolved and finally the conditions
which influence their effectiveness. We hope this study will provide a useful
frame of reference for possible Community or national initiatives in worker
participation policy and throw light on the role of this particular form of n in the improvement of working conditions.
The process of implementation has necessarily been a gradual one and over the
past two to three years the researchers have compiled a significant volume of
information with the excellent co-operation of those involved in the process.
The study is as yet not complete and a third and final phase is being undertaken
during 1981. In the meantime, it was felt that it would be useful for those
active in this field to have access to the results available so far.
This volume thus consists of:
- the reports drafted by the representatives of trade unions,
employers and government at a seminar held in Dublin on
29th January 1981 to evaluate phases I and II of the project and
to discuss the guidelines for phase III. - the reports on phases I and II carried out by the Irish
Productivity Centre.
This composition reflects the Foundation's aim of promoting a type of
research which tries to combine the researchers' study of the problem with
the practical experience of people active in the field of working conditions.
The Foundation wishes to stress that the analyses and opinions contained in
