This book is a collection of edited papers presented at a seminar held by
the Forward Studies Unit of the European Commission in cooperation with the
Institute for the Integrated Study of Future Generations, Kyoto, Japan, from 12 to
19 October 1999 in Brussels, under the theme 'Models of integration in Asia and
Europe: generating a global space for a common future'.
The seminar brought together high-level experts from Japan, China, Korea
and European countries (see participants list in annex) to discuss these models in
the wider context of public and private domains transcending national borders.
The participants especially perceived the need to generate 'public spheres' -
from the traditional market in the village to the world-open Internet — in order to
enhance regional or even global integration.
While differences in history and diversity in culture render direct
comparison almost impossible, both regions recognised that they can learn from
each other's institutionalisation and flexibility, respectively, in order to advance
together omnilaterally to the higher level of global governance.
While the seed for the seminar was laid about one year earlier in contacts
between Brussels and Kyoto, it proved truly prospective in view of recent new
developments towards integration in both regions. 'Core Europe' is being
discussed again as a motor of deepening integration at the western edge of the
Eurasian continent. At its eastern shores the cooperation of Korea and Japan as
well as the coordination of monetary assistance in wider East Asia take on more
concrete forms. The stalemate at multilateral level since the 'Battle of Seattle' for
the World Trade Organisation at the end of 1999 has contributed to a prolifer­
ation of bilateral free-trade negotiations from Singapore tö Japan. With East Asia
recovering from the slowdown of 1997-98, intraregional trade was again taking
up a growing share. In the EU, in the meantime, improving economic signals and
preparations for the enlargement to the East have brought models of integration
again to the fore of political debate.
Also technological advances push régionalisation, if not globalisation
altogether, as seen in proposals of unified rules by Japan for e-commerce in the
Asian region which as such are already an acquis communautaire for the EU.
Notwithstanding, leaders at the European Summit meeting in Lisbon in March
2000 were also inspired by the new opportunities of cyberspace in order to
launch new initiatives for eEurope.
