PREFACE
This book is one of two volumes resulting from a national conference, “International Education in American Colleges and Universities: Prospect and Retrospect,” held in Washington, D.C. in April 1998 to celebrate the 40th Anniversary of Title VI of the Higher Education Act (formerly Title VI of the National Defense Education Act). In a special message read at the opening of the conference, President Bill Clinton recognized the important contribution of Title VI in encouraging the free exchange of ideas and knowledge and in promoting international understanding and world peace. United States Secretary of Education Richard Riley’s letter addressed to the conference participants praised Title VI’s successful partnership between the federal government and American colleges and universities.
Indiana University received support from the United States Department of Education, International Education and Graduate Program Service, to conduct the conference and to publish related materials. This first volume, Globalization and the Challenges of a New Century: A Reader , is intended for university classroom use. A companion volume, Changing Perspectives on International Education (Indiana University Press, in press), edited by Patrick O’Meara, Howard D. Mehlinger, and Roxana Ma Newman, is aimed at key university administrators and planners concerned with new directions affecting the future of international studies.
