This bilingual dictionary devoted to HR (Human Resources) deals with this matter both

Book 2
As regards defense, this terminology includes what is useful to operate within a national ENGLISH / FRENCHframework and within an international framework (coalitions, UNO, NATO); as far as frms
are concerned, this terminology enables them to operate within a global environment.
This dictionary includes some 11,000 words and phrases in English and in French. It also
includes about 6,000 English acronyms and 1,200 French ones.
Jean-Claude LALOIRE is graduated from ESSEC (economics and
business management) and ISUP (mathematics). As a linguist,
he has been both a translator/interpreter in the French Ministry of
Defense and a teacher at advanced military education level: Staf
College/CAS3, French Joint War College (formerly CID), Center for
Higher Military Studies (CHEM), and “Gendarmerie Nationale”. He has forty years’
experience. As a translator, he has worked more specifcally with CDEF (French
Army’s Forces Employment Doctrine Center). He is an OLRAT (French Army Reserve
language-expert ofcer) Lieutenant Colonel. He is a Commander in the Order of Merit.

For a long time, the allied armed forces have developed a standardized
trading scheme called interoperability. In essentials, concepts, doctrines,
and standards are grouped together, which enables the armed forces to
develop weapon systems and C2 (Command and Control) systems, to
train, to maneuver, and finally to operate together. It enables HQs
(Headquarters) to work together at all levels; and of course, it also enables
French military to be better integrated into allied HQs thanks to
procedure awareness.
On the other hand, within Western armed forces, the English language
has become the working language within allied HQs and even beyond. Of
course, general education and vocational training for officers, NCOs
(Non-Commissioned Officers), and privates include that dimension.
However, we have to be able to grasp a language as the vehicle of
thought when we are facing this allied environment – beyond the
elementary translation of words. For this purpose, we have to get the meaning of
terms firmly set in our minds, and make sure that our interlocutors
perfectly understand them. It should enable us to avoid ambiguities, and even
unfortunate misinterpretations.
After developing this approach in his previous dictionaries – among
which a dictionary about logistics, Lieutenant Colonel (R) Jean-Claude
LALOIRE came to grips with an ever extensive field: The French-English
cross-language translation of terms used in the HR (Human Resources)
field. He was able to take up a large-scale challenge. Well beyond a clear
translation of acronyms and phrases commonly used in the U.S. and
British armed forces, he indeed invited us to discover to a larger extent what
is hidden behind words, in order to better grasp the military cultures of
both these countries. Moreover, his field of investigation goes well beyond
the HR subject matter. Thus, it enables us to decode many diagrams, and
to refer to a phrase about which we must be sure of its full understanding
by the parties. Eventually, it enables us to better define phrases or idioms
pertaining to military training and to everyday life in units.
This is a book whose use is definitely extremely useful on many
occasions to enable us to further exchanges with our major allies.

More than thirty years of missions as an interpreter have provided
Jean-Claude LALOIRE with outstanding military linguistic skills. His
readers were able to take advantage of them through several French-English /
English-French books of reference – “Dictionary of current threats”,
« Commercial and Military Logistics Dictionary », “Defense-applied
Telecommunications and Computer Dictionary”, “Medical dictionary for
humanitarian aid and overseas operations” – as well as
“French-EnglishGerman / English-French-German / German-French-English” (“Engineer
Dictionary”).
In this new dictionary, Jean-Claude LALOIRE applies his large practice
as a translator and as an interpreter to the large area of Human
Resources. The richness of both these books is impressive, and it does show
the extent of the “Human Resources” management area, which has
gradually been increasing during the last decades.
During the 80s, the term « Human Resources » superseded the word
« Personnel ». Despite restrictions about the fact that the HR expression
appeared to class human beings as resources - at the same level as
material resources and financial ones - the “HRM” naming gradually replaced
the “Personnel Manager” – “PM” one. We have to remember that the PM
(Personnel Manager) name was usually supplemented in order to highlight
a specific area of this function with the Directorates of Personnel Affairs,
Directorates for Personnel and Social Relations, or DPCA (Directorates
of Personnel and Community Activities).
