La Nouvelle Procédure d'Aménagement de Peine, ou sas de sortie, votée en 2004, devait lutter contre les sorties sèches afin de tendre à la réinsertion des condamnés. Ainsi pouvait être proposé un aménagement de peine sous forme d'une semi-liberté, d'un placement sous surveillance électronique ou d'un placement à l'extérieur pour les condamnés en fin de peine. Cette disposition devait concerner jusqu'à 13000 condamnés par an, mais n'étant pas à la hauteur des ambitions gouvernementales, son avenir est aujourd'hui incertain...
