This book deals with the important subject of governance and development. Even more significantly, the book has the merits of critically evaluating the concept of good governance in an African context, identifying the internal factors that impinge on good governance and development, and proposing solutions. It provides empirical evidence on the extent to which inappropriate governing strategies are the main internal obstacle to development in Cameroon. The authors discuss factors contributing to precarious and problematic governance from multidisciplinary perspectives, and demonstrate the extent to which such inadequacies impede positive social change. To promote effective development, the authors argue for the implementation of a good governance strategy that comprises, inter alia: adopting appropriate development strategies; decentralizing administration to make for popular participation and ensure accountability; taking the necessary steps to fight corruption; and ensuring the enforcement of property and cultural rights.

James Arrey Abangmais senior lecturer in the Department of Political Science and Public Administration, University of Buea- Cameroon. His research interest is in public policy. His is currently researching on African political systems and Government and politics in Cameroon. His latest publication is ‘Governance of organized anarchy in Public Universities in Cameroon: implications for Policy Management in the Bachelors-’ Masters’- PhD Programme’ Journal of International Politics and Development Studie, 2008.

John Bobuin GemandzePoliticalis a lecturer in the Department of Science and Public Adminstration, University of Buea- Cameroon. The focus of his research is Public Policy and Development Studies. His most recent publication is ‘Public/Private Ownership: A Strategic Approach to Public Sector Reform in Francophone Africa: A case Study of Cameroon’.Tropical Focus2008.

Peter Fon Titanjiis a senior lecturer and head of the Department of Educational Foundation, Faculty of Education, University of Buea-Cameroon. His areas of research include Management Capacity Building in Higher Education, Conditions of Service of Education Personnel, and Higher Education Policy Analysis. His most recent publication is ‘Education for all in Cameroon: What Principals need to Know and Do’,Special EducationAfrican Journal of , 2008.

Tangie Nsoh Fonchingongholds a PhD in political science from the State University of New York at Buffalo. He was lecturer and pedagogic Adviser in the National School of Administration and Magistracy- Yaounde, Cameroon before joining the University of Buea-Cameroon in 1993. He headed that university’s Department of Political Science and Public Administration from 2005 to 2009 and he is currently a senior lecturer there. His area of research is comparative politics in which he has published articles in journals such asAfrica Media Review, Journal of Third World Studies, Loyola Journal of Social Sciences and Africa Journal of International Affairs. His current research topics include Institutions, political parties and

participation in Cameroon, and Mobility and Biodiversity: A case study of the Tubah Upland Forest in the Western Grassfields of Cameroon.

John W. Forjewas educated at the Universities of Lund (Sweden), Hull and Salford (UK), receiving his Fil Kand, M.Soc.Sc: MA and PhD in Political Science and Science and Technology Policy. He is a Senior Lecturer in the Department of Political Science, University of Yaounde II, and visiting lecturer with the University of Buea. He is author of a number of books and articles, includingCentral Africa: Crises, Reform and Reconstruction, of which he is co-editor.

Flavius Mayoa MokakePhD/Graduate student in the is Department of History, University of Buea-Cameroon. His research areas include social and cultural history in which he worked on Street Children and Lumpen Youth in Africa. His current research is on the history of medicine in Anglophone Cameroon.

Max Mumfih Ntangsiis a senior lecturer in the Department of Economics and Management, University of Buea-Cameroon. He is currently the Coordinator of the Short Courses Programme in the Faculty of Social and Management Sciences of the same University. He has several publications to his credit. His current research areas include development economics, international trade, health economics, agricultural economics, and remittances and development.

Walter Gam NKwiis a lecturer and a PhD/Graduate student in the Department of History, University of Buea- Cameroon. His research interest is in social history in which he has published several articles, the latest of which is ‘The Voice of the Voiceless: Telephone and Telephone Operators in Anglophone Cameroon’Epasa Moto, 2008. His current research topic is mobility, hierarchy and technology for Social Change among the Kom of Cameroon’s Grssfields.

Henry Kam Kaha lecturer and graduate/PhD student in the is Department of History, University of Buea, Cameroon. His research interests revolve around gender and cultural history. He has published articles on women as makers of history, salt as a priceless commodity in the Cross River Basin of Cameroon. His current research is on the Socio-economic considerations of the Re- unification of Cameroon.

Fondo Sikodan associate professor of economics in Yaounde is University II, Soa - Cameroon. His areas of research include, among others, governance, environment and health. He has published several journal articles and contributed chapters to many books. His latest publication is ‘Governance and Economic Growth in Cameroon,’Economic Policy,African Journal of  2007.

John Nde Tekeis a lecturer with the Department of Economics and Management Sciences, University of Buea. He holds an M.Sc degree in Economics from the University of Nigeria, Nsukka.
