Description

The purpose of this book is to explain why, after the occurrence of unconstitutional changes of government, a period of transition is necessary. The author sustains the view that periods of transition present opportunities to not only set up the structural foundations of the soul of the nation, but also to establish solid democratic institutions and durable peace. He believes that the success of a democratic transition is founded on the way transitional institutions are organised, as well as on their commitment to peace and to democratic values. Many instances are based in african countries.

Democratic awareness is a historical emergence. The capacity to generate or regenerate democracy is often the result of a crisis. Despite antagonisms and the oppositions between times of peace and times of war, by a fragile miracle, the periods of transition contribute to the connection of the possible to the impossible. Antonio BAMBISSA speaks from experience. He was born in Mozambique, in the heart of the great African continent, in the southern zone of the southeast that borders the great lakes of Africa and interacts with the Indian Ocean. As a diplomat, he has had the time to observe and analyse the conflicts across his continent. He has asked himself questions with the mindset of both a field worker and a researcher, on what can tilt political situations in the direction of destruction or of creation. Here he suggests, with the acuity of an expert in political sciences, the scrutinisation of the very heart of political fragility where there is oscillation between the possible and impossible. He ventures with perceptiveness to adopt an unusual angle of attack. The analysis that he delivers here is therefore not classical and involves a certain amount of erudition. A former auditor at the Centre for Diplomatic and Strategic Studies in Paris, he seeks in an international context the geometric locus of contributing factors favouring the emergence of peace.
