This book is a collection of essays and papers not based on empirical research on crime in East Africa but general observations arising out of the author�s experience as a criminologist in East Africa.

F OREWORD
Crime in Africa is fast growing like African cities, African poverty, African indebtedness, African brain-drain and African dependence; everything in Africa appears to be growing very fast; population too has been fast growing except that it is being reduced by violence as we have witnessed in Rwanda, Burundi and Somalia and AIDS pandemic that is first spreading in Africa, claiming thousands of lives every year.
The increase in crime is not surprising. It is concomitant to abrupt social change that has been taking place in Africa since the days of colonialism. The social change has caused the weakening of social control, of abandonment of social and family values and has introduced foreign ideological values and has undermined cultural values and has also brought with it deviant and criminal sub-cultures. New forms of crime have been introduced as a result of coming into contact with other cultures such as drug uses, or the use of firearms in robbery and homicides; illegal money-changing and illicit importation and exportation of goods.
Many countries are facing crime as a social problem for which there is no ready answer. There is no ready solution to the crime problem because leaders have not bothered to pay attention to determine the causes of the increase in crime especially in property crimes. For example, there have been no research studies in this field of human activity for a long time. We all know that there is a problem, and yet leaders are not willing to fund researchers to investigate possible ways of dealing with the problem.
In many countries, imprisonment has been preferred as the best mode of dealing with criminals, while in others, offenders have been hanged or shot to death in public in the false belief that the on-lookers will learn and refrain from committing similar offences.
My interest over a period of many years has been to inform the public, especially in Uganda and Africa as a whole, about crime as a social problem. Accordingly, I have been giving lectures, speeches and writing papers in order to reach as many people as possible.
