Brent Crime Audit Summary 2004
The Brent Crime and Disorder Reduction and Community Safety Partnership brings together the local council, police, health, fire and probation services. Its members also include the Metropolitan Police Authority, the local magistratesÕ court and a representative of the voluntary sector. The partnership works to tackle crime and promote community safety for all the community.

The Findings BrentÕs overall crime rate is towards the lower end when Brent is compared with its neighbouring boroughs and London as a whole (indicated as the MPS Total). ¥The crime rate in Brent in 2003/04 was 8% lower than London as a whole.

¥Brent saw the highest increase among neighbouring boroughs in 2003/04 as overall crime rose 6.9%.
¥The Judicial Disposal Rate in Brent (at 9.2% in 2003/04) is the lowest out of all London boroughs (the Judicial Disposal Rate* for the Metropolitan Police Service as a whole is 12.7%).

Key Priorities
It is recommended that the partnership focus on the following four areas of concern and set them as key priorities in the next community safety plan (2005-08).
Priority One Antisocial behaviour
¥Anti-social behaviour related 999 calls in 2003/04 accounted for approximately 13% of all incidents requiring a police response.
¥2287 anti-social behaviour incidents were reported to the councilÕs environment service, of which 1,753 were noise nuisance.
¥1,195 incidents of anti-social behaviour were handled by Brent Council wardens between December 2002 and March 2003 alone; rubbish (290) and abandoned vehicles (274) were the most common complaints.
¥888 incidences of anti-social behaviour were reported by British Transport Police during 2002-3, including ticket touting, robbery, and criminal damage.
Priority Two Property Crime
¥Burglary accounted for 11% of all crimes recorded in Brent in 2003/04 (the highest of the eight neighbouring boroughs).
¥The burglary rate in Brent is 16% higher than the London average, and the third highest out of the eight neighbouring boroughs.
Rubbish and abandoned vehicles were the most common complaints to Brent Council wardens.
¥The fire brigade responded to 1,589 cases of anti-social behaviour during 2002-3. This included 721 calls to tackle burning rubbish and abandoned cars, 378 to tackle property fires and 490 malicious calls.
¥Brent has the fifth lowest Judicial Disposal Rate in London for burglary, although it has increased from 5.3% in 2002/03 to 8.8% in 2003/04.
¥The cost of burglary is at least £9.8 million a year in Brent.
¥Theft and handling is the most common crime in Brent forming 34.2% of all crime; but this is less than in neighbouring boroughs.
¥Motor vehicle thefts rose by 8% and thefts from motor vehicles rose by 12% in 2003/04.

Priority Four Drugs and Alcohol
¥Police drugs offences data includes drug trafficking (supply), possession of drugs and other drugs offences. ¥Drugs offences comprised 2.9% of all crimes recorded in Brent in 2003/04 Ð this was the sixth highest of the eight neighbouring boroughs. ¥There was a 4.7% decrease in drug offences in Brent in 2003/04. ¥Recorded crime does not accurately reflect the overall impact of drugs. Many crimes are drug-related (for example to raise money to buy drugs) and the health implications of problem drug use are serious. ¥In 2002-03 916 of the 8605 people arrested in Brent were referred to the Arrest Referral Scheme because a drug misuse problem was identified.

¥The number of drug users in treatment in 2003/04 was 730. This represents a 12% increase on the previous year. ¥In 2003-04 85 young people engaged in treatment to address their substance misuse.
¥The Judicial Disposal Rate in Brent for these offences has fallen from 16.1% to 12.9%.
¥The cost of violent crime in Brent in 2003/04 was at least £30 million.
¥These crimes often involve vulnerable victims, especially in cases of domestic violence.
¥Although violent gun crimes make up only 0.44% of all crime in Brent, this is higher than neighbouring boroughs and London as a whole.
¥Robberies comprise 5% of crime in Brent Ð a greater proportion than in any of the other neighbouring boroughs and London as a whole.
¥In 2003/04, the robbery rate in Brent was 21% higher than the London average and the third highest of the eight neighbouring boroughs.
¥The robbery rate saw a slight incr-ease of 0.67% in 2003/04 follow-ing a 24% reduction in 2002/03.
