Town of Nantucket  Ad Hoc Budget Committee Meeting  thMinutes – Ad Hoc Budget Committee Meeting February 10 , 2009  Approved March 23, 2009  Present:  Ms. Jenny Garneau, Ms. Susan Genthner, Ms. C. Elizabeth Gibson, Mr. James Kelly, Mr. Michael Kopko, Mr. Matthew Mulcahy, Ms. Irene Larivee, Dr. Robert Pellicone, and Ms. Patricia Roggeveen.   Absent:  None.  Also present: Mr. Rick Atherton, Mr. Malachy Rice, Mr. Glenn Field, Mr. Whiting Willauer, and Mr. Craig Abernathy  Call to Order:   Ms. Roggeveen called the meeting to order at 8:30 AM. Approval of Minutes of 27 January 2009:   Mr. Mulcahy recused himself from considering approval of the minutes of thJanuary 27 , 2008, due to absence.  Mr. Kelly moved to approve the  of 27 January, 2009; seconded by Ms. Roggeveen.  So voted unanimously.   Review of FY 2010 Outstanding Budget Items:   Referencing recent proposed reductions in funding at the State level, Ms. Gibson explained that the current amount of reduction in funding for Nantucket is still unknown, but noted that a worse case scenario would result in a reduction of $95,000 in Local Aid.  Mr. Kelly asked if this amount has been removed from the budget, and Ms. Larivee answered that in the past amounts are kept in the budget projection until notification of a reduction is received.  Mr. Kelly stated that he believes that budget assumptions should be based upon current information ...

Minutes – Ad Hoc Budget Committee th February 10, 2009Page 2 of 4 AcknowledgingthedifficultiesindevelopingcontingenciesfortheState’s budgetingprocess,Ms.LariveenotedthattheFinanceDirectorstrivestoimplementa conservativebudgetinordertoavoidthenegativeconsequencesoffluctuationsinthe State’sfinalbudget.Mr.KellyaskedifFederalAidisincludedinbudgetedamountsto whichMs.Gibsonrespondedinthenegative. Citingadditionalbudgetitemsthatcannotyetbefinalized,Ms.Gibsonstated thatMotorVehicleExciseTaxandMedicarePartDamountswillrequiremoretimeand attentionpriortobeingbudgeted.Ms.GibsonexplainedthattheDepartmentofMotor Vehiclescannotfinddataonhundredsofthousandsofcars,makingitimpossibleto assesstaxesonthesevehiclesatthistime.Sheaddedthattheamountbudgetedfor MedicarePartDrevenuemayneedtobeincreasedby$100,000. Ms.Gibsonthenpointedoutfourremainingitemsthatmayaffectbudgeted revenueamounts: •IndirectCosts •FreeCash •SepticSystemRevolvingFund •FY2009Revenue(actualtobudgetedamount) Shiftingtotheothersideoftheprojection,Ms.Gibsonspokeaboutexpense itemsthatmayhavebeenforecastinexcessofactualorrevisedrequirements.Among theseitemswere: •UnemploymentExpense •OtherPostEmploymentBenefits •UnpaidBills •OverlayandOffsets Mr.KellyaskedifitwouldbepossibletobudgetzerodollarsforSnowandIce Removal.Ms.GibsonstatedthattheDepartmentofRevenue(DOR)wouldnotaccepta budgetthatdidnotincludesomeamountforanareathatincursexpenses. Ms.GibsonconcludedbystatingthatTownAdministrationisexploringthe optionofusingtheStabilizationFundforacapitaliteminFY2010,butaddedthatthis hasnotyetbeendecided.Shenotedthatthisandotheroptionswillbeaffectedbythe amountofFreeCashcertifiedbyDOR.Ms.Garneauaskedifitwillbepossibletoadjust currentbudgetprojectionsfortheSchoolbasedupontherevenueandexpense informationdiscussedinthemeeting.Aftersomediscussionregardingthecertaintyof theseprojections,Mr.RicestatedthattheSchoolcouldbecomfortableaddinga “ballpark”figureof$125,000toitsoverallbudgetnumber.

Minutes – Ad Hoc Budget Committee th February 10, 2009Page 3 of 4 DiscussionoftheBudgetSchedule Ms.GibsonsaidthatshepresentedthefinalTownbudgettotheBoardof th SelectmenattheirmeetingonJanuary25 ,2009.Mr.KellyaskediftheBoardwill discussoptionstoaddressashortfallwithintheSolidWasteEnterpriseFund(SWEF) withinthismeeting.Mr.Kopkoanswered,statingthattheBoardwillmakeadecisionin regardtothisissuepriortooronthedaytheTown’sbudgetisconsidered.Ms.Gibson addedthataworstcasescenariowouldhavetheSWEFdeficitincludedintheGeneral Fund.ShenotedthatitisthepositionofTownAdministrationthatadeficitintheSWEF shouldbetakencareofwithintheSWEF.Mr.Kopkoaskedifthereareotheroptions availabletoaddressthisdeficit.Ms.Gibsonansweredthatthedeficitcouldbetaken careofwitheitheranoverrideorthroughfeeincreases.Discussionensuedregarding thebeststrategyforconfrontingthedeficitwithintheSWEF.

PublicEducationontheOverallBudget

Inanefforttoincreasepublicawarenessofthebudgetprocess,Ms.Gibson statedthatherofficehasbeenconsideringseveraloptions,includingweeklye‐mails. Ms.GarneaurequestedthatanysuchcommunicationsincludeSchoolAdministration.

Mr.KellyassertedthathebelievestheconditionsandconcernsaffectingtheFY 2010budgethavebeeneffectivelycommunicated. Ms.Gibsonproposedatelevisedforumtodiscussbudgetissues.Ms.Garneau supportedtheproposal,butaskedthattheforumtakeplaceatsuchatimewhenmany oftheoutstandingmattershavebeenfinalized. Mr.KopkovoicedhishopethattheBoardofSelectmenwillcloselystudyissues affectingtheSWEFinthecomingweeks.Ms.Roggeveennotedthatifnewfeesareto beimplemented,apublichearingwillberequired.Mr.Kopkoagreed,butaddedthat theremustbeanopportunityforthepublictoexercisechoice. OldBusiness: Ms.GenthnerstatedthattheSchoolisstillworkingonrefiningitsbudget.She citeditemsthatcontinuetoimpactthebudget,includingpotentialretirements.Mr. KopkoaskedtoknowmoreaboutaFinanceCommitteecommunicationtotheSchool.
