THINK will respond to the European Com-
mission’s evolving needs on a semester basis.
Each semester for at least 3 years, two projects
will go through the work process of the Think
Tank, which includes:
– an expert hearing to test the robustness of
the work (second half of month 2, chaired by
Ronnie Belmans)
– a discussion meeting with the multidisci-
plinary group of 24 experts (beginning month
4, chaired by William D’haeseleer)
– and a public consultation to test the public
acceptance of different policy options (begin-
ning of month 4, managed by Serge Galant)
and leads to a report with clear policy recom-
mendations. There will be a book at the end of
the project including the main results edited
by Ignacio Pérez-Arriaga. The project also has
an advisory board chaired by Pippo Ranci.
For every topic treated by the Think Tank one
of the 24 experts will act as the project leader.
Project leaders are assisted by a permanent
drafting team that is hosted in Florence and
consists of:
Jean-Michel Glachant
(Director
Florence School of Regulation),
Leonardo
Meeus
(Coordinator and Team Leader; PhD
in engineering),
Luis Olmos
(Team Leader;
PhD in engineering),
Erik Delarue
(Team
Member; PhD in engineering),
Sophia Rüster
(Team Member; PhD in economics),
Siok
Jen Liong
(Team Member; Master Erasmus
Mundus). Every semester the team can be
strengthened with an additional project as-
sistant selected by the project leaders.
The project is financed by the European Com-
