PREFACE

Telecom sector in India is undergoing a revolutionary phase since the last decade and this
sector is the major driver and the leading contributor of our flourishing economy. Despite universal
recession India is able to successfully defy and defeat the global trend and is able to have
a impressive 8% plus growth in the GDP mainly because of spectacular growth in the telecom
sector. We are able to contain our fiscal deficit within reasonable and respectable limits again due
to contribution from this sector. Telecom has a crucial and pivotal role in the growth of other
important infrastructure sectors like agriculture, education, health, transport, science and
technology which are essential for the overall growth of the country. India is well poised for a
phenomenal growth in internet, broadband and mobile subscribers in the coming year which augur
well to the attainment of our cherished goal of becoming the future super power of the world.
CCA Offices are a crucial and vital professional interface between the Deptt. of Telecom
and the public at large on various policy issues. CCA offices are a link between DOT and various
telecom service providers for implementation of the policies and programmes of telecom sector.
CCA offices also serve the working and retired BSNL employees in their Pension, GPF and other
personal claims.
CCA Punjab is striving hard to meet the expectations of Headquarter to the best of its
abilities despite pressing constraints of meagre and insufficient resources like manpower and
th
accommodation. I am happy to present the 5 consecutive annual report which presents successful
implementation of cash module in COMPACT (PAO-2000) software.
Our commendable achievements of the year were uptodate maintenance of GPF
broadsheets. GPF of each and every employee, be it DoT or BSNL; of Punjab circle is uploaded
monthly on our website. First time achievements included celebration of “Hindi Saptah” and
publishing of in house magazine called “Rang Sanchar”. During the year we created a gym, a
badminton court.
This year pension section has been updated. All the files have been properly indexed and
kept in the yearwise numbered Almirahs bearing the no. of shelf and row making the location of
particular PPO easy.
The following events were organised and all the staff members participated making the
events more successful;

Hindi Saptah : 09-09-2010 to 15-09-2010
Rangoli Competition : On Diwali
Vigilance Awareness : 25-10-2010
Republic Day : 26-01-2011

In addition Vigilance awareness week w.e.f. 25-10-2010 and Hindi Saptah to 09-09-2010
to 15-09-2010 were celebrated with lot of competitions and celebrations.
Pension Adalat was held on 16-07-2010 and maximum retirees were satisfied by the
working of this office. One of the biggest achievements in settlement of Pension revision cases was
met by the workshop conducted at Rajpura.
In the year a big achievement was shifting of CCA office to Sector-27 Building: which has
all the modern facilities like modular furniture giving a complete new look and environment to the
office.
This report is just indicative and informative and it may contain lot of shortcomings despite
of best of efforts. Your valuable feedback, suggestions and comments are welcome as these will
not only encourage us but also help in improvement.

INTRODUCTION

The office is located in two buildings i.e. sector-18-A and sector-27-A, Madhya
Marg Chandigarh. L.F. Collection, Legal, Pension Revision sections and Record is
housed in sector -18-A, building, whereas, Admin, GPF, Pension and USO Sections are
housed in sector-27-A. Initially ground floor of 27-A building was provided to
CCA office but now complete building has been allotted to CCA office vide DoT
Hqrs letter No. 7-5/2000-Trg-Fin (Pt. IV)/Accommodation dated 19-04-2011.

Tasks and Duties

CCA offices have been entrusted with varied type of tasks, ranging from collection of license fee to
looking after the interest of retired BSNL employees. It encompasses accounting, auditing,
budgeting, technical, legal, administration etc. in its fold.

Apart from the traditional functions like retirement and pension payments, GPF payments and
maintenance of broadsheets, the scope of the jobs to be performed is widening. During the year new
tasks assigned to the CCA offices include Assets Management of DoT, Assessment of license fee
for ISPs, USO subsidy payment to Infrastructure providers, receipt of subsidy from Universal
Service providers and payment of subsidy for broadband services.

Functions Performed in the CCA offices

(1) USO: Claim verification (from data & records as well as physical verification),
sanction of claim and disbursement of subsidy.
(2) Licence Fees: Collection of fees based on AGR, Verification of deductions claimed
in AGR, maintenance of financial bank guarantees, Assessment of Licence Fee in
respect of Internet Service Providers.
(3) Spectrum Charges: Collection of charges and maintenance of FBGs.
(4) Retirement Benefits Payment:
(i) Death cum retirement gratuity (DCRG)
(ii) Commutation of pension
(iii) Leave encashment ( for group “A” only)
(iv) CGEIS (for group “A” only)
(v) Pension payment order (PPO) issue
(5) Final payment of GPF
(6) Audit of Pension paid vouchers
(7) Maintenance of Broadsheets:
(i) HBA
(ii) Car/scooter
(iii) Computer

(8) Leave salary broadsheet
(9) Pension contribution broadsheet
(10) GPF broadsheet

(15) Miscellaneous works pertaining to Budget, cash, accounting, bank
reconciliation, administration, infrastructure, staff matters etc.

PUNJAB TELECOM-at a glance

Punjab, the border state of India, has an area of 50,362-sq. kms. and population of about 3
crores. At present there are 13 players vying for the share in the telecom service market.
Out of the thirteen operators, seven are running operations. CCA office, located in the City
Beautiful- Chandigarh, has been created as per the circle boundaries of BSNL Punjab Circle, and
hence includes Panchkula city (of Haryana state) also. In landline, major player is state owned
BSNL which has 80% of market share in Punjab, with 12.81 lac landlines. Punjab has total of 2.17
crores of telephone connections. This is 3.49% of national pie.
