Rising EU direct investment into services outside the EU 1996-1999 Paolo Passerini Foreign direct investment statistics give information on one of the major aspects of globalisation. FDI (see definition on page 7) is a supplement or an in focus alternative to cross border trade in goods and services. For Balance of Payments statistics, Eurostat maintains an FDI database that comprises harmonised and thus comparable data on inward and outward FDI flows, income and positions. It gives the geographical breakdown of FDI and it also provides users with detailed data by sector of activity. ECONOMY AND FINANCE This article looks at the evolution of the outflows from the Member States of < the European Union to the extra-EU countries in the services sector. The aim is to analyse: the trend of EU FDI flows to non-EU countries, which services THEME 2 - 27/2001 sectors are primarily concerned by these investments, the recipients of these flows and where in the European Union the biggest investors are. BALANCE OF PAYMENTS Services attracted extra-EU FDI outflows for EUR 154 bn in 1999 Contents EU FDI flows to extra-EU countries amounted to a record EUR 260 bn in 1999 to reach a total of ECU/EUR 590 bn for the period 1996-1999.
