On February 14, 2001, Public Works and Government Services Canada (PWGSC) tabled their Sustainable Development Strategy 2000 - Our Commitments document. Objective 1.12 of that document states that “By March 31, 2004, achieve and maintain a 60% diversion rate of office solid waste from landfill and incineration in all Crown-owned RPS facilities - i.e., 60% by weight of all office solid waste is to be recycled”. 1To reach this target, PWGSC has set out to audit their tenant occupied facilities, including the Senate of Canada and the House of 2Commons . n 1994, the Ontario Ministry of the Environment and Energy (MOEE) passed the 3Rs Regulations (102/94 and 103/94), which state
all industrial, commercial and institutional (IC&I) facilities and complexes with areas greater than 10,000 square meters must prepare
a Waste Summary and Waste Reduction Workplan and implement waste diversion initiatives based on annually updated waste audits.
On February 14, 2001, Public Works and Government Services Canada (PWGSC) tabled their

To reach this target, PWGSC has set out to audit their tenant occupied facilities, including the Senate of Canada

. The results of these audits were used to develop this waste reduction workplan. A waste reduction workplan includes the
current waste and recycling profiles; initiatives for potential increases in waste diversion; associated costs for implementation of those
initiatives; and the savings resulting from the reduction of waste being sent to the landfill. In addition, the environmental benefits of
the implementation of the suggested initiatives are reviewed.
The 2005/2006 waste audits for the three Senate of Canada occupied buildings determined that the current overall diversion rate is
78%. This rate is primarily the result of a successful paper recycling program. However, an increase of 10% from the current rate
could be achieved if the waste diversion initiatives contained within this report are implemented. The potential rate of 88% includes an
additional 16,401 kilograms of waste being diverted from the landfill.

On a normalized “per employee” basis, the 861 Senate employees in 2005/2006 generated 203 kg of waste per year, of which 44 kg
was landfilled and 159 kg was recycled. In 2004/2005, the Senate employees generated 114 kg of waste per year, of which 27 kg was
landfilled and 87 kg was recycled.
The 2005/2006 waste audits for the nine House of Commons occupied buildings determined that the current overall diversion rate is
82%. This rate is primarily the result of a successful paper recycling program. However, an increase of 6% from the current rate could
be achieved if the waste diversion initiatives contained within this report are implemented. The potential rate of 88% includes an
additional 55,648 kilograms of waste being diverted from the landfill.
On a normalized “per employee” basis, the 3,269 House of Commons employees in 2005/2006 generated 266 kg of waste per year, of
which 48 kg was landfilled and 218 kg was recycled.

In 2004/2005, the House of Commons generated 300 kg of waste per year, of
which 54 kg was landfilled and 246 kg was recycled.

The Belfast Facility is not included in the calculation of amount of waste per full time equivalent since the amount of paper recycled is extremely high for a
facility that occupies 54 tenants, the normalized “kilograms per employee” is over 4,000 kg and will not be used in this report.
