The ESF2000-2006 Finland
What is the European Social Fund? The European Social Fund is the European Union’s main tool to help both young and older workers and job seekers. Created in 1957, the Fund supports measures to prevent and combat unemployment, to promote training and to improve the way the labour market functions. In partnership with the European Union Member States, the ESF aims to achieve a high level of employment, equality between men and women, sustainable development and economic and social cohesion. The Social Fund is the financial means to translate into concrete measures the European Employment Strategy, the process for co-ordinating the employment polices of EU governments.
Activities that can be supported by the Social Fund include: • Education and vocational training projects • Schemes to promote and encourage employment and self-employment • Initiatives to generate new sources of employment • Improvements to national, regional and local employment services • Schemes to foster links between the worlds of work, education and research • Innovative measures and pilot projects to create work in local communities
What does this mean on the ground? Between 2000 and 2006, the ESF will grant a total of80 billion to people and projects across the EU. Projects and schemes funded by the ESF receive this EU assistance along-side financial support from the public and/or private sectors in the country concerned.
The ESF, a tool for implementing the European Employment Strategy At the Amsterdam European Council in June 1997, Member States agreed a new employ-ment title in the Treaty in order to better link employment and economic policy.While con-firming that Member States have the primary responsibility for the design and delivery of employment policies, the Treaty provided the legal base for a more strategic framework for co-ordination of employment policies in the European Union.The Luxembourg European
