Description

This PULP Guide contains information on a number of accredited journals of potential interest to lawyers and legal academics and which qualify for the subsidy for South African universities from the Department of Higher Education and Training (DHET), upon the publication of articles in these journals by staff and students. For the greater part, only English language journals are covered. The first edition of this Guide was published in 2007. The Guide has been well received by legal academics throughout the country. The accreditation system of academic journals in South Africa may be summarised as follows: three accreditation lists are used by the DHET to determine which journals are subsidised. These lists are the DHET’s own internal accreditation list for South African journals, and two international lists: the International Science Index (ISI) and the International Bibliography of Social Sciences (IBSS).A complete list of all journals accredited under each of these systems can also be obtained at http://www.library.up.ac.za/journals/journalsaccredited.htmISI forms part of Thomson Reuters, a for-profit corporation specialising in information and database solutions. The ISI Web of Knowledge (now called ‘Thomson Reuters Web of Knowledge’) master journal list consists of over 14 000 journals. However, the DHET does not subsidise publications in all journals accredited to the ISI.All journals accredited to the IBSS are recognised and subsidised by the DHET. The IBSS was established in 1951 under the auspices of the International Committee for Social Science Information and Documentation. The IBSS was established to promote and facilitate the free flow internationally of scholarly social science information. For the purpose of this publication, we went through the DoE, ISI and IBSS lists of accredited journals, and selected those titles which to us appear to be of potential interest to legal academics. The list or lists in which each journal is accredited, is indicated in brackets after the website address of the journal. While all the journals listed here are DHET accredited, there may be other DHET accredited journals of interest to legal academics, such as nonlaw journals that are not covered here. While every caution has been taken to obtain up-to-date and accurate information, researchers are nevertheless advised, before submitting an article to a journal, to consult the latest information available on the relevant websites provided. This fourth edition has been updated by Shirley Gilmore of the Oliver R Tambo Law Library. She did the research on the Impact Factors and added an index. Annelize Nienaber provided editorial assistance. Where available, information about the various journals was obtained directly from their websites and/or editorial pages, and consequently the entries in this Guide do not reflect the outcome of an independent investigation on our side.

PULP Guide: Where to publish articles on the law 3
Introduction
ThisPULP Guidecontains information on a number of accredited journals of potential interest to lawyers and legal academics and which qualify for the subsidy for South African universities from the Department of Higher Education and Training (DHET), upon the publication of articles in these journals by staff and students. For the greater part, only English language journals are covered. The first edition of thisGuidewas published in 2007. TheGuidehas been well received by legal academics throughout the country.
The accreditation system of academic journals in South Africa may be summarised as follows: three accreditation lists are used by the DHET to determine which journals are subsidised. These lists are the DHET’s own internal accreditation list for South African journals, and two international lists: the International Science Index (ISI) and the International Bibliography of Social Sciences (IBSS). For these lists see Department of Higher Education and Training, Documents and then Publications http://www.dhet.gov.za/ Documents/Publications/tabid/93/Default.aspx
A complete list of all journals accredited under each of these systems can also be obtained at http://www.library.up.ac.za/journals/journalsaccre dited.htm
ISI forms part of Thomson Reuters, a for-profit corporation specialising in information and database solutions. The ISI Web of Knowledge (now called ‘Thomson Reuters Web of Knowledge’) master journal list consists of over 14 000 journals. However, the DHET does not subsidise publications in all journals accredited to the ISI. Only the three Web of Knowledge Indexes that are part of the ISI are recognised, viz Science Citation Index Expanded, Social Sciences Citation Index and Arts & Humanities Citation Index. Further information on ISI can be obtained at http://thomsonreuters.com/ products_services/science/science_products/a-z/isi_web_of_knowledge/
All journals accredited to the IBSS are recognised and subsidised by the DHET.
While all the journals listed here are DHET accredited, there may be other DHET accredited journals of interest to legal academics, such as non-law journals that are not covered here.
While every caution has been taken to obtain up-to-date and accurate information, researchers are nevertheless advised, before submitting an article to a journal, to consult the latest information available on the relevant websites provided.

Information on impact factors
It is increasingly important for researchers to know whether or not their research reaches the intended audience, and whether their peers engage with their research findings. In this context it could be useful to be able to compare the so-called impact factors of the journals that a researcher considers when deciding where to submit his or her article for publication. If there are many references or citations to an article then it may be said that the impact of that article is high and it will have a correspondingly high ‘impact factor’. Such figures are also available for the journals themselves. ThisPULP Guideto make this information readily available to endeavours researchers.
Information on the impact factors of the journals, where available, is given in the table that follows this explanation. The figures reflect the situation in November 2012. Where there is no information it means that none is available.
Information has been taken from two recognised systems that attempt to provide some measurement of the impact of journals, namely, theISI – Journal Citation Reportsand the system Washington and Lee University, School of Lawjournal rankings system.
Impact factors — definitions of terms These definitions are taken from the following webpages: 1. ISI Web of Knowledge (http://admin-apps.webofknowledge.com/JCR/help/ h_index.htm)for theISI Journal Citation Reportsdata 2. Washington and Lee University School of Law(http://lawlib.wlu.edu/lj/)

ISI – Journal Citation Reports
Total Cites The total number of times that a journal has been cited by all journals included in the database in theJCR(Journal Citation Reports) year. Impact factor The journalImpact Factor is the average number of times articles from the journal published in the past two years have been cited in theJCRyear. TheImpact Factoris calculated by dividing the number of citations in theJCR year by the total number of articles published in the two previous years. An Impact Factorof 1.0 means that,on average, the articles published one or two year ago have been cited one time. AnImpact Factorof 2.5 means that, on average, the articles published one or two year ago have been cited two and a half times 5-Year journal Impact Factor The 5-year journalImpact Factoris the average number of times articles from the journal published in the past five years have been cited in theJCR year. It is calculated by dividing the number of citations in theJCRyear by the total number of articles published in the five previous years.

Washington and Lee University School of Law Combined-Score Ranking
The combined-score is a composite of each journal's impact-factor and total cites count. Thus the top-ranked journal(s) in a retrieved set of journals will always have a displayed value of 100 and other journals will have lower numbers in proportion to their ranking calculation score.
