Chairman Lieberman, Ranking Member Collins, and members of the Committee: thank you for this opportunity to address you today on important matters regarding the Special Inspector General for Iraq Reconstruction’s (SIGIR) Lessons Learned report on program and project management of the U.S. reconstruction effort in Iraq. I look forward to a productive exchange with the Committee regarding this issue. BACKGROUND I was appointed as the Inspector General of the Coalition Provisional Authority (CPA) in January 2004 and began oversight of the CPA programs and operations with about a dozen staff in Baghdad in March of that year.
