This third volume (1) of the Compilation of Texts brings together, grouped by subject, the
main guidelines, conclusions and resolutions adopted by the Council (Development
Cooperation) at its twice-yearly meetings over the past three years.
Most of these texts reflect the profound changes that have taken place on the international
scene which have contributed to creating a new climate and opportunities for the revival of
relations between the European Union and its Member States and developing countries.
In these texts, the Union and its Member States reaffirm their commitment to playing a major
role in development cooperation with all developing countries, in accordance with the aims
set out in Article 130u of the Treaty on European Union, taking account of the opportunities
created by the new international climate.
