Internal Trade in Poland.
Every time the problem of improving the standard of living in Poland is put to a re-examination, the
organizational weaknesses and functional insufficiencies of internal trade become apparent as well as
its unsatisfactory relationships whith industry and its inadequacies in meeting the objectives set by the
National Economic Plan.
The author's analysis of certain aspects of the functioning of internal trade in Poland and his description
of the situation of international trade within the framework of Polish economy, as well as its field of
possible action, permits us to understand more clearly the difficulties encountered in raising the
standard of living in that country.
As long as money remains the mode of repartition of the social product, the latter entering the sphere of
consumption through buying and selling, the commercial apparatus will continue to be in Socialist
countries, as well as in others, the only intermediary between producer and consumer. It is therefore
paramount that this apparatus be functional, but the author deems that the present economic policy in
Socialist countries is not oriented in such a way as to lay the groundwork for the sound development of
internal trade. Lack of ways and means in this area, as well as certain ineffectual policies cause delays
which bear heavily on the rise of the living standard of the population.
Theoritically, according to the men of State, the theorists and the economic literature of the Socialist
countries, internal trade has two main functions: first, representing the respective interests of consumer
and producer and second, «assuring an equitable part of the social product to each member of society
in return for his work.». However, an analytic description of the workings of internal trade in Poland
permits an insight into the disparity between theory and practice.
Internal trade depends narrowly on the functioning of the national economy as a whole. If the consumer
is not satisfied with the goods supplied him, this is the concern of the National Economy and not only
that of the branch. This is in large measure due to the complexity of the framework in which commercial
transactions evolve. For example, the executive organ in charge of Polish internal trade at the national
level is the Ministry of Internal Trade and Services; and at the local level, executive functions are
exercised by boards of trade attached to the local or regional council. In addition to these and other
organism under the Ministry of Internal Trade, the different industrial ministries carry on their own
wholesale and retail trading. While the majority of retail sales is ventilated through a network of
distribution centers attached to the cooperatives, national investment policy does not provide enough
warehouses, outlets, offices, equipment or even enough packing cases to provide for a sufficient supply
ot consumer goods.
Although distribution costs have been constantly reduced in relation to profits, which would on the face
of the matter seem to indicate an increase in productivity, under the present conditions it denotes a
deterioration and a reduction of the services offered to the consumer. In addition to this, according to
the author, the low level of salaries in this branch as compared with others encourages the pursuit of
illicit earnings and fraud of all sorts.
In spite of measures taken in coordination with the economic reforms to decentralize internal trade and
render planification methods more flexible, obligatory indicators and norms remain numerous
and limit the activity and the autonomy of the enterprise. The conditions described above explain why,
until now, basic problems confronting commerce have remained unsolved. The author esteems that no
durable solution can be found until the market is adequately supplied to meet consumer demands. Until
the present time, distribution of goods through administrative channels by ordonnance of the Plan has
retarded producers' adaptation to consumer needs. Effective cooperation between commerce and
industry can only come about when each has a part in the decisions on ine policy to adopt in supplying
the market. In order to enlist the cooperation of industrial producers to conform to consumer demands,
administrative distribution of products (rozdzielnik) and the assignment of trading partners in terms of
the geographical location of enterprises (rejonizacja) should be relinquished, allowing for free choice of
partners and goods. Moreover, a system of price fixing which does not obey the rules of supply and
demand can neither stimulate, protect nor defend the consumer; nor can it assure the proportional
stability of the market and of the cost of living.
The author concludes that only a commercial system which respects, in the true sense of the word, boththe interests of the individual consumer and those of the State, using market mechanisms to avoid the
errors which stem from inadequate supply, arbitrary price control, etc., will protect the consumers from
planners' «subjectivism.»
Résumé
Chaque fois que les problèmes d'amélioration du niveau de vie sont débattus en Pologne, on révèle les
insuffisances et les faiblesses de l'organisation et du fonctionnement du commerce intérieur, ses
rapports avec l'industrie et son inadaptation aux tâches fixées par le plan national.
L'analyse de l'auteur qui porte sur quelques points du du commerce intérieur en
Pologne devrait permettre de mieux comprendre certains aspects du niveau de vie en Pologne et les
difficultés existant dans ce domaine, de montrer les moyens dont dispose l'appareil du commerce et sa
place dans l'ensemble de l'économie polonaise.
Tant que la monnaie reste encore à la base de la répartition du produit social et que le produit social est
transféré à la sphère de la consommation sous forme de vente-achat, seul l'appareil du commerce en
économie socialiste comme ailleurs demeure l'intermédiaire exclusif entre producteur et consommateur.
L'auteur montre que la politique économique des pays socialistes ne s'est guère attachée à créer une
base solide de développement du commerce intérieur. Les erreurs commises dans ce domaine et le
manque de moyens indispensables au fonctionnement du commerce ont entraîné des retards influant
sur la croissance du niveau de vie de la population. En théorie, des tâches importantes ont été
assignées au commerce intérieur et à son appareil. Le commerce intérieur est appelé à représenter les
intérêts du consommateur face au producteur, à assurer son approvisionnement en fonction de ses
goûts et besoins et en effet à « assurer une part du produit social à chaque membre de la société en
contrepartie de son travail » — c'est du moins ce qu'affirment les hommes d'Etat, les théoriciens et la
littérature économique des pays socialistes.
Or une analyse historique de l'évolution du commerce intérieur en Pologne permet de comprendre le
fossé, qui sépare la théorie et la pratique dans ce domaine.
Il est certain, que le commerce intérieur est une branche,qui dépend étroitement du fonctionnement de
toute l'économie nationale. Sile consommateur n'est pas satisfait de son approvisionnement cela relève
del'ensemble de la politique économique du pays et non d'une branche seulement.
Ceci explique le fait que jusqu'à aujourd'hui les problèmes fondamentaux du commerce ne sont pas
encore totalement résolus. Pour l'auteur, il est évident, qu'aucune solution du fonctionnement du
commerce ne saurait être efficace, tant que le marché n'est pas normalement approvisionné et que
l'offre de marchandises ne dépasse pas la demande des consommateurs. La distribution des
marchandises, jusque-là administrative, exercée par l'intermédiaire du plan, freine le processus
d'adaptation des producteurs aux besoins des consommateurs. Un vrai commerce respectant d'une
part les intérêts individuels du consommateur et d'autre part les intérêts généraux de l'Etat, qui utiliserait
certains des mécanismes du marché, pourrait aider à éviter les erreurs en matière d'approvisionnement
de la population, de fixation des prix, etc. et protéger les consommateurs de la subjectivité des
planificateurs.
Une coopération efficace entre l'industrie et le commerce n'est concevable, que si tous deux possèdent
une autonomie de décision pour réaliser la politique d'approvisionnement du marché. Pour que la
