MADISONTheGovernor’sCouncilonFinancialLiteracytodayannouncedtherecipientsofthe2011WisconsinFinancialLiteracyAward.ThewinnersarerecognizedfortheirworktoadvancethecauseofpersonalfinancialknowledgeamongWisconsincitizens.
“TherecipientsoftheWisconsinFinancialLiteracyAwardarehelpingWisconsinitesofallagesimprovetheirpersonalfinanceskillsinourschools,intheworkplaceandincommunitiesacrossthestate,”GovernorScottWalkersaid.“Thesecitizenleadersequipstudents,parents,peersandconsumerswiththenecessarytoolstomakeinformeddecisionsabouttheirownmoney,whichimprovesindividualqualityoflife,aswellastheWisconsineconomy.”
Therecipientswereselectedfrom45nominationssubmittedforconsideration.Criteriausedinthescreeningprocessincludedinnovativeimplementation,demonstratedmeasureableresults,collaborationwithpartners,whethertheeffortwasstatewideorhadthepotentialtobestatewide,andwhethertheeffortwasfocusedonneedsbasedgroups.
“Manyoftheseeffortscanbereplicatedinotherpartsofthestate,”GovernorWalkersaid.“TheGovernor’sCouncilonFinancialLiteracyiseagertohelpfacilitatetheimplementationofpersonalfinancialliteracyprogramsinschooldistrictsandcommunitiesthroughoutWisconsin.”

TeachersSaraBurlingandSaraKiefercreatedaprogramcalledTaxDaytogivehighschoolbusinessstudentstheopportunitytoapplywhattheylearnedintheclassroominareallifesetting.Inpersonalfinanceandbusinesseducationcourses,studentslearnedhowtoprepareincometaxreturns.Theyalsoattendedtrainingsessionsbeforeandafterschooltocompleteadditionalcasestudiesinpreparingtaxreturnsandtodiscussconfidentialityissues.AlumniCPAswererecruitedtoparticipateinTaxDay,whichwasheldFeb.15,2011.Businessstudentsservedas“taxadvisers”and,withtheassistanceoftheCPAs,helpedtheirpeerscompletetheirindividualtaxreturnforms.
TaxDaywasahugesuccessandwillberepeatedinFebruary2012.Theprojectalsohelpedtheschool’sBusinessDepartmentforgeastrongrelationshipwiththealumniCPAs,manyofwhomhaveindicatedtheyareinterestedinparticipatinginotherprojectsundertakenbythedepartment.

SarahCampbelltookaholisticapproachinrecreatingthenineweekpersonalfinancecourserequiredforgraduationfromWisconsinDellsHighSchool.Sheimplementedpiecesintoeachunitinthecurriculumtoaddressherstudentsasindividuals,withuniquevalues,experiences,resourcesandgoals.Ms.Campbell’smethodsdrawonthisindividualitytocomplementthecontenttaughtthroughtheWisconsinModelAcademicStandardsinPersonalFinancialLiteracy.Thiscomprehensiveapproachtofinancialliteracythroughcreationofindividualmeaningprepareshighschoolstudentstobesuccessful,independentmembersofsociety.
Ms.Campbell’seffortshavebeenevaluatedthroughpreandposttestingshowingstudentgrowthinallsevenunitsofthecurriculum.ThetestisbasedontheconceptspresentedintheWisconsinModelAcademicStandardsandtheJumpStartCoalition.Themostnoticeablescoreimprovementswereintheunitsofinvesting(+50%),budgeting(+32%),insurance(+29%),financialinstitutions(+28%)andcredit(+28%).Theoverallstudentscoreincreasedanaverageof32%bytheendofthecourse.
Ms.Campbellcontinuestomeasurehereffectivenessintheclassroomthroughconstantdialoguewithherstudents.Shestrivestocontinuallyupdatethepersonalfinancecoursebasedoncurrentfinancialissuesandrefinetheactivitiesbasedonherstudents’feedback.HerprivatesectorpartnersincludetheBankofWisconsinDells,theBarabooNationalBankandAmericanFamilyInsurance.

TeachersfromMadisonLaFollette,MadisonEast,MadisonWestandMadisonMemorialhighschoolscollaboratedtocreateacomponentofthepersonalfinancecurriculumcalledtheFinancialLifeStagesAssignment.Atthebeginningoftheterm,studentsareprovidedaLifelongFinancialStrategiesTipSheetforeachofthefivephasesinaperson’slife.Studentsarerequiredtodoresearchonthefinancialtopicstheywillberesponsibleforunderstandingintheirlives,andcreateaPowerPointslideshowthatdepictswhattheyneedtodoinordertobettertheirchancesofbeingfinanciallysuccessful.
Studentsdelveintolearningaboutconceptssuchasfinancingeducation,debt,taxes,purchasingvehicles,purchasinghomes,budgeting,credit,retirementplanning,creatingendoflifedocuments,generalinvestingtopics,varioustypesofinsurance,longtermcareandeldercareandhousingoptions.Aspartofthecourse,studentsarerequiredtointerviewanindividualwhoisamemberofeachofthefivefinanciallifeagecategoriesandaskfortheiradvicebasedontheirexperiences.

SusanFuszardisatirelesspromoteroffinancialliteracyasalifeskillandspearheadsnumerouspersonalfinancetrainingsessionsintheDepartmentofTransportation.Thosesessionsareopentootherstateagencyemployeesandtheirfamiliesaroundthestate.ThepresentationsalsoarevideotapedandmadeavailabletoemployeesviatheDOT’swebsite.
AmongthemanyinitiativesledbyMs.Fuszardare:
Sheenrolled457DOTemployeesinaprogramcalled“InvestorEducationinYourWorkplace.”DOThadthehighestnumberofemployeesparticipatingintheprogramoftheninestateagenciesenrolled.Employees,familymembers,retireesandfriendssigneduptotake10modulesonvariousaspectsofpersonalfinanceandinvesting.Theprogramresultedina33%increaseinthenumberofparticipantswhoarenowkeepingawrittenfinancialplan.
Aseriesofstatewidebrownbagpersonalfinanceseminars,attendedby494employeesinpersonandnearly1,000viatheDOTwebsite.
ArticlesinDOT’sweeklyEAPBulletinofferingtips,resourcesandinformationonfinances/budgeting,copingwithchangeanduncertainty,andstressmanagement.
Numerousspecialeventsincludingtwo“fiscalfitness”fairs,financialandlegalservicesseminarsandoneononemeetingswithfinancialprofessionals.

JenniferGuenthercreatedauniqueintegratedclassroomcurrencysystemforher2ndgradeclassroom.Theprogramincorporatedavarietyofbasiceconomicandfinancialliteracyskillsthroughouttheschoolyear.Thenshetookthemainideasofherprogramandcreatedworkshopsforotherteachersandparents.Herworkshop“BookstoBucks”focusesonliteratureandwritingrelatedtofinancialliteracyforteachersofprekindergartenthrough3rdgrade.“ThisLittlePiggyCriedEarn,Spend,Save!”isaworkshopforK6teachersanddemonstratesherclassroomcurrencysystem.Forparents,shedevisedaprogramcalled“PersonalFinanceSkillsandChildren:BuildGoodHabitsNow!”
Ms.Guenther’s“ThisLittlePiggyCriedEarn,Spend,Save!”workshopwasthesubjectofhercapstoneprojectforhermaster’sdegreefromUWLaCrossein2006.Theresultsofherstudyshowedimprovementsinteachers’financialliteracy,confidenceinmoneymanagement,applicationofmoneymanagementskillsintoreallifesituations,andmathskillsrelatedtomoney.
Althoughshestartedoutsoloinherclassroom,overthepastfiveyearsMs.Guentherhasteamedupwithotherteachersandorganizationstohelppromotefinancialliteracy.HerpartnersincludeUWWhitewater’sEarlyChildhoodConference,theWisconsinMathematicsCouncil,EconomicsWisconsin,UWOshkoshandDPI.

Dr.MarkSchugandDr.ScottNiederjohnhaveconductedaseriesoftwodayseminarsforteachers,journalists,clergy,nonprofitmanagersandelectedofficialstitledEconomicsforOpinionLeadersWorkshop.”Theseminarsintroduceopinionleaderstotheeconomicwayofthinkingwhichstresseschoices,costs,incentives,rulesoftheeconomicsystem,tradeandgainsfromtrade.Itincludessupplyanddemandanalysis,thebasicinstitutionsofamarketeconomyincludingprivatepropertyrights,profitmotive,consumersovereignty,competitionandfreedomofcontract.Thereareaseriesofinteractiveexercisestodemonstratekeypoints.
Economicandfinancialeducationhelpsopinionleadersunderstandhowourmarketsystemworks.Itcanalsohelpthemtobecomemoreeffectiveintheireverydaywork.Anewlevelofeconomicunderstandingcanhelpteachers,religiousleadersandjournalistspreparemoreinsightfullessons,sermonsandarticles.Itcanhelpmanagersofnonprofitsunderstandhowthemissionsoftheirorganizationscanbeadvancedthroughtheoperationoffreemarkets.Theseworkshopshavebeenheldoverthepastthreeyears.

WilmerPetersisretiringafter10yearsofbuildingfinancialliteracy,accesstocapitalandbusinessopportunityintheNorthwoodscommunity.Mr.PetersparticipatedinthecreationofaCommunityDevelopmentFinancialInstitutionwhichlendstotribalsmallbusinesses.Thisinstitution,establishedin2000,isnowasustainableentitycalledNiiJiiCapitalPartnersInc.Theorganizationprovidesfinancialliteracyandbusinesstechnicalassistancetoitsclients.Mr.Petersalsolaunchedatrainingoftrainersprogramthatcertified60tribalprogramdirectorsintheNativeNationsFinancialLiteracyCurriculumcalledBuildingNativeAssets.In2009,Mr.PetersalsopartneredwiththeMenomineeNationCollegetoincludefinancialeducationinitsbusinesseducationcourses.
Mr.PeterswasoneofthefoundersofZhoonyiaGikendasowin(MoneyKnowledge),acommunitybasedgroupofseveralorganizationsthatpooltheirresourcesinordertohelpLacduFlambeauOjibwetribalmembersincreasefinancialsecurityandbuildassetsinasustainableandculturallyappropriateway.ThiscollaborationincludesLacduFlambeauBandofLakeSuperiorChippewaIndians,WigamigOwnersLoanFundInc.,LaPointeFinancial,WisconsinBenefitPlanning,NorthwoodsNiiJiiEnterpriseCommunityInc.,NiiJiiCapitalPartnersInc.,andtheWisconsinDepartmentofFinancialInstitutions.

LaurelSchererhasbeenemphasizingfinancialliteracyinhermiddleschoolclassroomforthepastsixyears.Hercurriculumincludespresentationsonbankingservices,writingchecks,savingshabitsandotherpracticaltopics.Shealsoplaysinteractivemoneyliteracygameswithherstudents.HerstudentstourtheCoVantageCreditUnionofAntigotohelpthemunderstandhowacreditunionworksandsheexplainsthe“lifeofapenny”wheredoesitgoonceitisdeposited.
RecentlyMs.Schererhasbegun“FinancialFridays”forherstudents.TheonsiteBulldogCreditUnion,sponsoredbyCoVantage,isopeneveryotherFriday.Studentshavetheopportunitytomakedepositsintorealsavingsaccounts.Ms.Schererthentailorshercurriculumtotieinto“FinancialFridays.”Forexample,thefirstfinancialliteracylessondealtwithgrossandnetincomeinwhichstudentslearnedabouttheimpactoftaxwithholdingontheirpaychecks.

SheilaSiegelisthedrivingforcebehindtheexpansionoftheVolunteerIncomeTaxAssistance(VITA)andEarnedIncomeTaxCredit(EITC)programsinWisconsinandotherstates.ShehastakenaleadershiproleinexpandingthoseprogramstoconnectassetbuildingandfinancialliteracyconceptswithVITA/EITCprograms,givingparticularattentiontoaddressingtheneedsofunderservedcommunities.ThisconcepthasnowbeenmandatedbytheInternalRevenueServicetobeincludedinallVITAsitesacrossthenation.TheincreaseinactivityintheVITA/EITCprogramsisbringingmorefederaltaxrefundstolowandmoderateincomeindividualswhodesperatelyneedthefunds.
Ms.Siegel’sworkempowersrecipientsofrefundstoputtheirmoneytoworkinaproductivemanner.HerroleistoadvisecollaboratorsintheinitialsetupofVITAsites,toparticipateinplanningforyeartoyearoperations,tocollaboratewithpartnerstobringthefinancialeducationandassetbuildingintoVITAsites,andtosupportprogrampartnersinstarting,expandingandrefiningfinancialeducationandassetbuildingefforts.Ms.Siegel’sworkhasresultedinsignificantgrowthinbothVITA/EITCfilingsandfinancialeducation/assetbuildingprogramsintheNativecommunities.
