Southwest Detroit Environmental Vision (SDEV) is requesting for proposals (RFP) from
vendors for the purchase of thirty four (34) Diesel Oxidation Catalysts (DOC). The DOCs
will be used for installation on Class 8A trucks owned and operated by Red Cap Transport.
Installation locations will be specified post award announcement.

Installation locations will be specified post award announcement. Bidders are not required
to self perform installation, but are encouraged to quote installation independent of any
equipment.

Qualifying DOC technology is limited to verified manufacturers as certified through the
USEPA and CARB verified technologies list. This list can be found at the following website:
http://www.epa.gov/oms/retrofit/verif-list.htm

Bidders are required to state the environmental air quality emissions benefits of the DOCs
in comparison to the existing engines cited in Attachment 1.

BACKGROUND
SDEV was awarded grant funding by the Michigan Department of Environmental Quality (DEQ)
through the 2010-2011 Diesel Emissions Reduction Act Grant Project. This grant was awarded
to SDEV to provide funding assistance to retrofit thirty four (34) diesel engines with EPA
verified technologies on equipment owned by Red Cap Transport. The grant calls for
expediency for the purchase and retrofitting of this equipment. Therefore, SDEV will ask for
the utmost efficiency and cooperation by the selected vendor.

QUESTIONS (Equipment Inspection - site visit)
Due to the expedited timing of this RFP, bidders will be required to complete all due
diligence and engineering investigation prior to the closing of the solicitation period. SDEV
will work with all potential bidders to answer relevant questions and to arrange equipment
inspection if necessary.

GRANT FUNDING
The grant awarded to SDEV will provide funds for the cost of the thirty four (34) engine
retrofits specified in Attachment 1, appended to this RFP. These engines retrofitted with
DOC’s will produce cleaner emissions than the current engine and exhaust configuration.
The installation of the DOCs will help reduce Particulate Matter, Nitrogen Oxides, Carbon
Monoxide, and Hydrocarbons emitted by the diesel vehicles.

SDEV and Red Cap Transport will provide the necessary direction and communication for
the location and availability of the subject class 8A trucks. Invoicing will be directed to
SDEV using the contact information provided within the “Questions” section of this RFP.
Delivery and installation of DOCs must be completed prior to June 15, 2012.

**NOTE: The proposing vendor must demonstrate to SDEV proof that the DOC being
procured will produce cleaner burning emissions. This could be accomplished through
written statement comparing the existing vehicle to the aftermarket equipment installation
and configuration.

RFP SPECIFICATIONS
SDEV ’s ultimate goal is to reduce emissions from mobile equipment owned by its private
partner, Red Cap Transport. Reduction of particulate matter will be the foremost
consideration when evaluating proposals along with the following criteria:

• Requirements
• Cost Effectiveness
• Manufacturer Warranty
• Delivery
• RFP Specifications

REQUIREMENTS
The bidder, in its proposal, must demonstrate compliance with the below requirements of
the MDEQ grant or will be subject to immediate disqualification.
1. The selected manufacturer may not be on a state or Federal Suspension or Debarment

2. Per Title 40 US Code: labor performed under this contract must provide prevailing
wages, and all contracted workplaces must adhere to the Drug Free Workplace rules.
3. Manufacturers/suppliers must ensure that engine/equipment warranties remain in effect.
4. Bidders are required to state the environmental air quality emissions benefits of the
DOCs in comparison to the existing engines cited in Attachment 1.

PROPOSAL EVALUATION
The following specifications should be addressed in your proposal:
1. Equipment cost: Proposal should include the per unit cost for each Diesel Oxidation
Catalyst, including shipping and warranty etc..
2. Additional Equipment: Proposal should also include any additional equipment
needed such as mounting brackets, additional piping, clamps, bolts, or any other
equipment required for installation, and cost information for additional parts must be
provided as a separate line item.
3. Installation of Equipment: Bidders should provide a separate line item cost for
installation labor independent of any equipment or shop material costs. However
bidders are not required to perform installation, but CAN provide a recommended
service installer with a guaranteed installation fee quote.
4. Warranty: Warranty information and any additional cost (if not included) should be
specified including term and any items covered or not covered by the warranty.
Vendor must certify that vehicle and engine warranties will not be affected by the
installation of the product.
5. Location: Specify Dealer location, manufacturing location, and corporate location
6. Payment terms: Additionally, projects should be considered in operation and finally
invoiced when verified as installed. Bidders should specify any payment or financing
options for recipients considering pre orders and or deposits.
7. Delivery timeline: SDEV will provide the winning bidder all pertinent timing details at
the time of the award. The following is the RFP and Award timeline:

8. Additional Information: Bidder may provide additional information.
9. Multiple Proposals: Bidder may provide multiple scenarios that the proposer would
like to include. For example: Proposal 1 may include equipment but no installation.
Proposal 2 may include both equipment and installation.
10. Jobs Effect: The proposer is invited to estimate the number of jobs and people that
will be impacted by this project.

The following compliance procedures will be followed to ensure that contracts are awarded
to MBE/WBE vendors that meet the proposal criteria:
• SDEV will take affirmative action to seek out both Minority and Women Business
Enterprises to bid on the equipment specified
• SDEV will submit names of the MBE and WBE vendors contacted, whether or not
they responded with a bid, and the names, prices and description of the equipment
provided by the proposed vendor
• SDEV shall make good faith efforts to use MBE/WBE to replace another MBE/WBE
unable to perform successfully

Definitions
Minority Business Enterprise: A minority business enterprise is defined as a company
wherein minorities constitute active participation and ownership of over 50%. Minorities are
defined as United States citizens who are members of the following groups of protected
classes: Black, Hispanic, Oriental, Eskimo and American Indians who are certified by the
Indian Affairs Commission. These groups will have the power to make policy decisions in a
business and are involved in the day-to-day management of the business.

Women Business Enterprise: A women business enterprise is defined as a company
wherein females constitute active participation in and ownership of 50%. The female owner
will have the power to make policy decisions in a business and are involved in the day-to-
day management of the business.
