The government of Afghanistan was expected to fall as soon as Soviet troops departed but it did not do so. Lack of a unified command, internal rivalries and increasingly unreliable support from the population constituted too many handicaps for the organisation of effective resistance from Peshawar. Afghanistan is returning to its former state, i.e a country divided into tribal groups with government authority limited to the capital and large towns. Today it would appear that neither Najibullah nor the men in Peshawar are capable of building a federation. The only slender hope for united Afghanistan lies in Rome, in the person of the exiled king.
Une fois les troupes soviétiques parties, la chute attendue du gouvernement de Kaboul ne s'est pas produite. L'absence d'unité de commandement, les rivalités internes, le soutien de plus en plus mitigé de la population sont autant de handicaps pour le gouvernement de la résistance de Peshawar. L'Afghanistan revient à ce qu'il était jadis : un pays divisé entre ses différentes tribus avec un pouvoir central limitant son autorité à la capitale et aux grandes villes. Aujourd'hui, il apparaît que ni Najibullah ni les hommes de Peshawar ne sont en mesure de fédérer le pays. Le seul espoir — ténu — d'un Afghanistan à nouveau uni réside à Rome, en la personne de l'ex-roi en exil.
