An unprecedented year is creating much confusion and uncertainty for the
future. As we enter into these uncertain times, the Audit Regulations will
definitely be included in the change of the landscape. As we have seen in
past years, statutory regulations often drive the inclusion of programs in the
Audit Regulations; this year is definitely no different. In fact, funding for
school agencies has decreased significantly. However, this does not preclude
programs from being added to the Regulations, particularly since much has
changed with the most recent Budget revisions. The number of audit
findings included in the annual audit reports submitted to state agencies
does not go unnoticed.
Despite the decrease in funding, districts will still need to contend with
compliance guidelines for ongoing state and federal programs. The
oversight by county offices (AB 2756, Chapter 52/2004) will increase
during our fiscal crisis and continue during the next couple of years, based
on the fiscal pressures.
This workshop will include an update on new Budget compliance
requirements, mandates and mandate audits, the Audit Regulations, and
Governmental Accounting Standards Board (GASB) statements, and will
provide school agency business managers with the tools to manage their
annual audit easily and successfully. We will include up-to-date information
on all of the current changes for the 2008-09 fiscal year and the proposed
changes for 2009-10. Audit preparation tips and potential compliance traps
will be shared in areas that include:
