Special Needs Plan Requirements Public Comment Instructions Synopsis The National Committee for Quality Assurance (NCQA) is releasing documentation to solicit feedback on proposed Special Needs Plan Requirements. Reviewers are asked to submit their comments in writing to NCQA by 5 p.m. (ET) November 24, 2008. Submitting Comments Comments should be submitted through NCQA’s Public Comment website. This method streamlines the process and makes tracking and assessing submitted comments more efficient. Please use the following link to go to the Public Comment Web site to submit your comments: http://publiccomments.ncqa.org. Note: NCQA no longer accepts comments via mail, e-mail or fax. How to Submit a Comment
You will be asked to enter the following information.
Your e-mail address.
Your contact information.
Select Special Needs Plan Requirements.
Select the measure/element you would like to comment on.
Select your support option (e.g., Support, Do not support, Support with modifications)
Note:
If you choose
Do not support,
please include your rationale in the text box. If you choose
Support
with modifications,
please enter the suggested modification in the text box.
Enter your comment into the text box. There is a 1,800 character limit.
If you exceed the limit, your
comment will be cut off at 1,800 characters.
Note:
We advise you to develop your comment in Microsoft Word in order to check your character limit
and save a copy of your comment for reference. Cut and paste your comment from MS Word into the text
box.
After you have submitted your first comment, you can submit additional comments on other items
using the same process.
Once you have pressed submit, your comment will appear below the “Add more comments”
button. Print the page to have a copy of your comment.

NCQA Review of Public Comments
NCQA appreciates the time and effort required to collect and submit comments. All feedback submitted
within the Public Comment period is reviewed by NCQA. Due to the high volume of comments
received, we cannot respond to individual comments; however, NCQA Expert Panels and Technical
Panels consider all comments and advise NCQA staff on appropriate recommendations.
Items for Public Comment
There is detailed documentation including an
Overview of the SNP Measurement Approach
and the new
proposed SNP Structure & Process measures available on the NCQA Public Comment home page for
your review.
Note:
The process used to develop these measures included: interviews with plans and stakeholders to
solicit feedback, field testing and approval by the Geriatric Measurement Advisory Panel, which
includes clinical, consumer, plan and purchaser representatives.
Please consider the following questions to help guide your comments. These questions are intended to
elicit responses related to the feasibility and burden of collecting and documenting the proposed
requirements. NCQA is interested in hearing from plans about where they think these requirements may
be beyond their ability to perform competently and how plans could comply with the proposed
requirements; accordingly these comments should address:
1.
Capability of Special Needs Plans to perform these requirements
2.
Ability of Special Needs Plans to demonstrate compliance with these requirements
NCQA also welcomes comments on alternative areas for measurement.
