A BIBLIOGRAPHY OF BIBLIOGRAPHIES
ON MALAYSIA - SUPPLEMENT I
by DING Choo Ming
1981 Since 0), I have the publication gathered the of following my A Bibliography additional of bibliographical Bibliographies works on Malaysia during the in May past
one year. They are not necessarily the latest publications. Some of them were published
long before May 1981, but escaped my search which was concentrated on univeristy
libraries and the National Library of Malaysia in Kuala Lumpur. Regardless of their
dates of publication, they are surely essential documentation works in helping libra
rians and scholars in knowing the existence of Malaysiana materials in their respective
fields.
Knowing the existence of these materials but unable to have access to them when
required could generate frustration. Hence, many libraries have strarted the search for
universal availability of these materials. Progress in this mammoth and long term
search may be slow because it involves firstly the documentation of these materials,
secondly locating them and finally acquiring them. Most of these materials, especially
the retrospective ones, are no longer available from book stores; and may be available
only through interlibrary lending. But, interlibrary lending, both nationally and inter
nationally, of these materials is now a hit-or-miss game bacause of the lack of an
national union catalogue/data base.
An union catalogue which began historically as a means of locating library resour
ces in a number of libraries for interlibrary lending is very labour intensive as it involves
the receiving, sorting, editing and filing of cards/bibliographic records contributed by
participating libraries. If it is maintained manually, it is extremely difficult, if not
impossible, to keep the records up-to-date at all time. As the number of libraries parti
cipating in the project increases, the volume of bibliographic records will inevitably
grow. As a result, duplication will become overwhelming and consequently accuracy
and filing will decline. This is the rock on which many union catalogues flounder.
Thus, since the 1960s, libraries have made increasing use of computers and other tech
nological and telecommunication innovations which have the capability for not only
controlling large data files, but also have limitless potential for a wide range of other
activities for help. That has proved very successful. 176
There will be no union catalogue without library cooperation which emphasises
the idea that libraries should work together so that more things can be done more effec
tively and economically than they can do by themselves. But library co-operation will
not work well and for long unless all the parties involved feel that it is more rewarding
for them to do so and all of them should have equal share of the responsability (e.g.
division of labour). In maintaining the union catalogue, an example of library co
operation, each contributing library should be responsible for the record contents and
its accuracy. If the union catalogue is done centrally in one of the libraries as in the case
of the Perpunet Project and the MALMARC Project in the Library of Universiti Sains
Malaysia, centralised editing and maintenance can be very difficult without the docu
ments in hand for verification. Following the availability of cataloguing data in
machine-readible form from LC Marc and British Marc, and the development of
Anglo-American Cataloguing Rules 1 & 2 (AACR 1 & 2), International Standard for
Bibliographic Description (ISBD) and many other standards and rules, all the libraries
should conform to these internationally standards and rules to ensure consistency and
quality control. The practice of devising local modifications e.g. introducing geograp
hical, historical and subject expansions to the existing international cataloguing sche
dules as done in the past in some libraries without consulting other libraries should be
discontinued. Otherwise a user going through the union catalogue will not be able to
find anything simply because the documents are catalogued according to different sets
of standards. It is just impossible for the users to interpret and to establish links bet
ween different cataloguing standards.
An union catalogue also facilitates co-operative collection development, hence
reducing duplication in acquisitions. It is this co-operative collection development,
among other things, which, I hope, will make these bibliographical works useful.
The style and the format used in this compilation is the same as that employed in
my book. Bibliographies containing very little information on Malaysia, even though
they list materials solely in Bahasa Malaysia and are published in e.g. Buku
Matematik Dalam Bahasa Malaysia : satu senarafd are excluded. Finally, I would like
to extend my appreciation to Prof. John M. Echols from USA and Prof. Denys Lomb
ard from France for their immense interest in my work and the assistance they have
rendered me.
