I – STUDY PURPOSE AND METHODOLOGY
The five year Éco-Companies Export Plan strategy launched in 2002 by the
ADEME in collaboration with other public and private partners aims to build a more
effective Public/Private Partnership to meet the expectations of companies by
implementing two main ideas:
- Operation within a network
- The development of synergies
The first study commissioned by the ADEME and the French IMW working group
DASRI and carried out in 2004 by the Cabinet EUROPÉUS, highlighted, in this specific
sector, the entire French equipment and services offer, its advanced technologies and
its know-how and the complementarity of this offer to meet demands from international
markets.
A – Purpose of the IMW (DASRI) study
The purpose of this second study is to:
- list and present the IMW Treatment Centers in France, request their opinions
on the technical and economic results of the incineration and disinfection processes and
compare their respective advantages. The result of this survey is this OPERATOR'S
GUIDE targeting potential purchasers outside France, listing references operated in
France, run by waste producers or service companies that can be visited or assessed.
- express the export promotion possibilities of the French Global Offer of
different IMW treatment techniques to target countries (China, new European
members), by making recommendations for short and medium term export promotion
actions in this sector and cooperation with major French international groups.
B – Study methods
The elements in this study were obtained by:
- Detailed questionnaire sent to all the IMW Treatment Centers in
France based on an updated list provided by the ADEME (Mr.
GABARDA). This questionnaire addressed all aspects of the
operation (volume, capacity, operating costs, maintenance,
satisfaction, results).
- Preparation of this phase with Mr. GABARDA, ADEME Sophia-
Antipolis and Mr. Jean-Claude OPPENEAU to ensure the
technique used obtained meaningful results.

- Talks with the French Department of Health in Paris - IMW
Sector specialist at the D.G.S, Mrs. DRUGEON - to establish
relays with:
- reference hospitals for upstream sorting operations and
the equipment used for disinfection and incineration
treatments
- the DRASS in all the regions of France, which was
formerly supervised by the PREDAS.
- Initial contact and dispatch of additional questionnaires to all
regional DRASS to check out regional IMW treatment equipment
- Visit to the IMW Reference Centers after selection
- Visit to several Hospital Centers, typical of IMW circuits and
method optimization
- Progressive constitution of a computer file (in EXCEL) of
companies, administrations, organizations, sites providing
services (exhaustive list) and reference hospital sites
- For the Greater Paris region, which handles 36% of all French
IMWs, contact and briefing with the AP-HP (3, avenue Victoria,
75184 Paris) responsible for Building and Logistic Management,
Logistic Services, Hospital Ecology and Service Companies
