Two prominent categories designate crime and insecurity in the French public debate: violence and incivilities. The article is an attempt to investigate their history, their consequences on public policies, but also their heuristic inadequacy. Thus, the second part of the paper presents a statistical monograph, allowing to examine the ordinary nature of illegalisms, taken as situations constructed as such by their participants. The predominance of two kinds of illegalisms emerge : those against property (theft, vandalism) and community disturbances (arguments, insulting, brawls). These types of situations relate to statistically observable social rationales.
Zwei Hauptkategorien, die die öffentliche Débatte in Frankreich dominieren, bezeichnen Illegalität und Unsicherheit : Gewalt und « incivility ». Der Artikel untersucht die Bedingungen ihrer Entstehung, ihre Konsequenzen fur öffentliche Aktion und ihre unzureichende Heuristik. Der zweite Teil des Artikels stützt sich auf eine statistische Monographie, die es erlaubt, die banale Natur der Illegalität als Situation, wie sie durch die Akteure konstituiert wird, zu beobachten. Dabei wird das Vorherrschen zweier Formen von Illegalität hervorgehoben : diejenigen, die auf Eigentum und Vermögen einwirken (Diebstahl, Zerstorung) und diejenigen, die die persönlichen Beziehungen stören (Streit, Beleidigungen, Schlagereien). Diese Typen von Situationen verweisen auf statistisch beobachtbare soziale Logiken.
