exposant les quatre Actions d'ERASMUS 598 INTRODUCTION
In recent years, the conviction has grown that in order to
maintain and enhance the competitivity of the European Community
on world markets and to make the Community an entity that is
closer to its inhabitants in the framework of a People's Europe,
urgent efforts must be undertaken to put the entire intellectual
resources of the Community to better use and to produce, in
particular, a much higher number of graduates with first-hand
experience of living and working in other countries of the
Community.
It is within this context that the Council decided to launch
ERASMUS, the European Community Action Scheme for the Mobility of
University Students (1) , the budget for the first three years of
which (1 July 1987-30 June 1990) will be 85 million ECU.
n order to meet its objectives, the ERASMUS Programme is centred
around four Actions:
European University Network
Mobility grants for students
Academic recognition of diplomas and periods of study
Complementary measures
The ERASMUS Programme was approved in June 1987 only. The academic
year 1987/88 is therefore to be regarded as a transition year.
Nonetheless the major elements of the Programme have already been
introduced, and the reactions of the universities (2) haven
very positive indeed, surpassing, in fact, even the expectations
of the Commission.
During the Programme's first year of operation, 398 Inter-
University Cooperation Programmes (ICP) have received Community
support, covering all the Community countries and involving
altogether about 850 higher education institutions in a broad
range of academic disciplines. These 398 programmes, which have
shared a budget of 3.84 million ECU, are the starting point for
the construction of the European University Network (Action 1 of
(1) 87/327/EEC Decision of 15 June 1987 (0J N' L166 of 25 June
1987, pages 20 to 24).
(2) In the context of the ERASMUS Programme, the term
"university" is used to cover all types of post-secondary
education and training establishments which offer, where
appropriate within the framework of advanced training,
qualifications or diplomas of that level, whatever such
establishments may be called in the Member States. ERASMUS). Furthermore, 357 of these programmes have received
further funds totalling 3.1 million ECU for the purpose of
awarding some 3,000 students grants enabling them to spend a
period of study in another Member State ( Action 2). 1,138 study
visit agreements have afforded some 3,000 university teachers and
administrators the opportunity of travelling to other Member
States to laye foundations of new cooperation programmes and to
become acquainted with the higher education system of the
countries visited. 12 university associations are currently
implementing European projects with the financial support of
ERASMUS. The components of the programme which relate to academic
recognition are well in hand and a large-scale and intensive
information campaign has been launched in Member States whose
universities have been found, so far, to participate less actively
in the ERASMUS Programme. The Programme's infrastructure (ERASMUS
Advisory Committee, National Agencies for the awarding of ERASMUS
student grants, ERASMUS Bureau) is now established.
In this first year of ERASMUS, particular emphasis has been laid
on the development of Inter-university Cooperation Programmes,
which together form the European University Network. To this end,
financial support is provided for universities from different
Member States, . which jointly organize student or staff mobility
programmes, or jointly develop parts of their courses.
The aim of this book is to give a comprehensive guide to all the
Inter-university Cooperation Programes (ICP) selected in 1987-88.
In the first part a detailed presentation of each ICP is given. In
the second part - the index - three lists of programmes are
presented. They are intended to facilitate the search for ICPs
according to different criteria, such as broad area of study,
subject, participating institutions, etc.
We hope that the book will not only serve as a useful source of
information on the ERASMUS Programme in 1987/88 but will also help
interested institutions or persons to find new partners in order
to set up new programmes or to reinforce the existing ones.
The appendix contains explanatory notes on the financial support
awarded for Study Visits and University Associations in 1987/88. INTRODUCTION
Ces dernières années, la conviction a grandi que pour maintenir et
développer la compétitivité de la Communauté Européenne sur les
marchés mondiaux, et pour faire de laé une entité plus
proche de ses habitants dans le cadre d'une Europe des Citoyens,
des efforts urgents devaient être entrepris pour mieux valoriser
toutes les ressources intellectuelles de la Communauté. L'un des
moyens d'y parvenir est de produire un nombre plus important de
diplômés possédant une expérience directe de la vie et des
conditions de travail dans d'autres pays de la Communauté.
C'est dans ce contexte que le Conseil a décidé le lancement du
Programme ERASMUS: Programme d'Action Communautaire en matière de
Mobilité des Etudiants (3), dont le budget sera de 85 MECU pour
les trois premières années (1 juillet 1987 - 30 juin 1990).
Pour atteindre ses objectifs, ERASMUS se constitue autour de
quatre Actions, à savoir:
le réseau Universitaire Européen
des bourses de mobilité pour les étudiants
la reconnaissance académique des diplômes et périodes
d'études
des mesures complémentaires
Le programme ERASMUS a été approuvé en juin 1987. L'année
académique 1987/88 a doncé une année transi sti on. Toutefois la
plus grande partie des éléments du programme a déjà été
introduite, et les réactions des universités (4) ont été encore
plus positives que ne l'espérait la Commission.
Pendant la première année de fonctionnement d'ERASMUS, 398
programmes de coopération interuniversitaire (PIC) bénéficient
d'une aide communautaire; ils couvrent tous les pays de la
Communauté et impliquent environ 850 institutions d'enseignement
supérieur au total
