Hydraulic investment or rural development The great hydraulic projects in Syria are not really satisfying on technical grounds : problems of salinity, bursting of canals, failures of the new settlements. In most cases, the responsibility rests with the administrative and technical services that pay inadequate attention to the farmers' problems : payment for work, respect for the landed patrimony, maintenance of the technical substructures.
