Description

Chapter 1




It’s has been a long career. All over now. This is my last official business flight. Relax, drink your gin & tonic, it’s all done.
Cabot Anderson sips his cocktail, staring at an old man’s hand, dozing off with past remembrances.
I am excited with a new adventure, expectation of promising results. I have met with important government officials and I am part of it. Cabot takes a sip of gin & Tonic, vibrant, young, and full of ambition.
The Governor has placed his entire Appointments Staff at my disposal. I have permission to perform as much as he can deliver to our constituents back home. I have a new Master’s Degree in Public Administration. The Lieutenant Governor is about to recommend me for a position as Bureau Manager for the United States Department of Commerce. Life is great.
“We would like you to consider accepting the position of Town Manager. “ Ah…. I currently hold a Federal post at the US Department of Commerce.” Cabot Anderson is meeting with three members of a local Town Board in Western New York. “We have control of the Town Board, we need someone to bring us around to something other than a farming economy. You are one of us. The City has failed. Business has left, Factories have closed. Our own Town Supervisor is one of Satan’s Disciples. Even the Methodist Church required that she refrain from membership due to her constant disruptive nature. “
“I can get along with anyone, if need be” Cabot replied.
Following a long pause, the members of the Town Board, repeated their appeal for Cabot to consider their offer.
“Frank (Deputy Bureau Chief, US Commerce Department) I can’t quit the Bureau after such a short period. It doesn’t look good and they may not even accept my resignation at this juncture. There is another consideration though. I have a significant tenure with the NYS Pension system and only begun a new career in the Federal System.
“Lisa honey, what do you think about this proposal? We have a new promising career opportunity but pension is important. Most people our age don’t consider pension as a reality but I had an old friend that pounded into my head, Pension, Pension. Salary is only temporary. Pension is forever”.
“Frank I don’t know if this was such a good idea. The main office in Boston has rejected my resignation. They claim that I must remain in service for at least a few more months. The majority members of the Town Board seem to be OK with that.”
“You can work for us at the same time, collect both salaries.”
“Oh boy, I have heard that the Town Board meetings are so contentious that people bring popcorn to the meetings for entertainment.” Cabot said.
“The Town Supervisor has already made this out to be a woman vs. man issue. George the leader of the three man majority should never have said, she is just a housewife. The new editor of the daily newspaper is obviously one tough Lesbian and a quick ally to the Supervisor. This is all quite distracting.” Cabot concluded.
“Every issue and each word will end up in the newspaper and it won’t be government business but catty Bitch stuff.” Frank said.
“Yeah look what they did to the last Town Manager, when the Supervisor had the majority---ran him out of Town. Cabot added.
“This Pension better be worth it.” Cabot concluded.
“It doesn’t help that George is so full of himself. Yeah he is the boss of the Town Board majority, runs several thousand acres of farm land, and maintains a huge herd of Dairy Cows. But really, he wears a cowboy hat, rides a white horse around his properties and drives his Lincoln through the fields, checking on what, milking? I didn’t even take over this job yet and it already appears to be a disaster.” Cabot sighed.
Chapter 2



April Buhler was furious. As she prepared to open her scheduled meeting, sitting in the Queens chair, George Fontaine interrupted and offered a Board resolution. Within three minutes a motion to appoint Cabot Anderson Town Manager, was offered. A quick second followed by 3 positive votes and two dissensions. It was done. Cabot assumed his seat at the elevated Board Room dais.
April Buhler was shell shocked. She had almost attempted to introduce Cabot having mistaken him for the County Real Property Tax Office Director. Now he was sitting at the Board table assuming the authority she coveted for herself.
The stage was set, three men vs. two women prepared for Thermonuclear War. Cabot for all his good intentions was at the center of what would become THE Maginot Line.
Within two days, Cabot still working for the US Commerce Department receives a meaningless sketch from the Town Engineer.
“This has no application whatsoever to anything. The Town must have requested it, the engineer doesn’t care as long as he is paid, but it has no possible application.” Cabot said.
Frank shrugged his shoulders, “You will hear about it, if you don’t present it to the Board anyway.”
“He is hiding things from me.” April Buhler proclaimed on the front page of the daily newspaper.
At dinner that night Lisa said, “You have only been there part-time, two days, you don’t have anything.”
The next day, Frank had a different perspective. “Well if nothing else she has just established you as the Town Manager, like it or not.”
“George the engineer you guys appointed isn’t competent. The previous engineering firm is far better, I require a large firm with many capabilities in order to get things started. I like a company that has about 80 engineers on staff. I only want to talk to one guy but all the expertise has to be behind him. My suggestion is for you to pretend to be conciliatory to April and hire back the previous engineering firm.” Cabot pleaded.
George didn’t take that well. He did meet with a prominent partner of the previous engineering firm, Cabot had recommended. The meeting started out poorly. The engineering firm had supported April during her election.
