The restriction o f interest to public school methods does not mean that the Donor and members o f the Institution do not sympathize with the great service which private and church schools render Nation but it does mean that they ppreciate fa t that the public school is the only public expression o f direct interest on the part o f all the people o f the Nation in th preparation o f the Nation s boys and girls as citizens o f the republic and o f the states of which it i s compo ed In allwhich isf education elds o f religious education save that o assigned to the churches each church furnishing in its own way the reli ious sanctions for conduct to its own children the public schools should strive to be complete in their service but the national system o f public education is not now complete because while intellectual education is fairly well developed vocational and physical ducation are only partly provided and character education on human mo ives cover ng the wisdom o f human xperience although reco niz ed by school authorities and parents as the supremely important phase o f is undeveloped and ften neglected The right to compete was limited the purpo se o f hi s research and competition there was formed in most o f the states o f the United tates of North merica a group o f research educators to be designated as haracter ducation ollaborators not to exceed nine in number persons interested were privileged to cooperate by means aice een discerning thorough con structive is highest kind o f uman action Group thinking o f this character by peopl organized to think together which ut lizes the best insight o f each membe o f the group i s the hig est form o f th s highest ki d o f h man action This form o f hi king i s necessar when an e fort is made to solve the p oblems o f character e ucation o f chil dren bec us the moral li fe o f children are idden away in personal memory com or accumulation o f the memories childhood and o f observations is essential to an adequate basi s for thinking out general rinciples o f character education In order to give the c llaborators in this research a good start in their thinking another was made by The onor namely that he would pay for the compilation o f a volume of extracts from educational literature having a bearing on character education opy of this volume was for the chairman o f research each state at o f the year was deposite as a gift in the o ce o f state co missioner or superintendent o f educat on Thesfty extra copie wer put on loan to collaborat rs during the research and will be loaned now to any educator who may be making a pecial study o f principle o f haracter education This volume contains six hundred pages o f condensed extracts done under the editorship o f Dr arris L Latham and called The D onor s Library on haracter ducation olume I nly one hundred copies could printed and the cost o f editorial wor and printing The xecutive ommittee suggested to the collaborators that their study the problems o f haracter education o f children as com and horough as that they would be ikely to discover combine in their plans all the elements ssential to success in character educatio full expla ation o f the moral ideas to be was not necessary because this the problem the National orality odes ompetition ethods o f character education in their ap lication to kindergarten elementary school j unior and dvanced high sc ool s and the preparation o f teachers fo r character education were to be included in the esearches o f collab rators

The following are typ ical o f the questions which it was proper for them to consider in preparation for their conclusions as to the best methods o f charac er education to get children to understand and appreciate the wisdom o f oral experience to develop personal convictions in matters o f orality in the minds o f the children themselves and the ill to live up to these convictions to correlate school and home li fe so as to inter educatioWhat chara velopment together uence character d should be given teachers th mselves as a preparation for perso a over character development o f children hall t achers enlightened as to the moral i deas to be inculcated and how trained to e c ency in the use of methods o f character e ducation In each state right o f selection o f research collaborators was gran ed to a local state ommittee o f election composed the state superint ndent unless he ac epted appointment as chairman o f the collab orators in which case a substitute was f und among the supe intendents o f the state the president o f a university or college and a person o f gen eral inuence usually a woman In the appointment o f collaborators no inquiry was made as religious belie fs it being position o f the research that religious education assigned to the churches and private schools by the ation l onstitution and by est bli shed opinion and tha discussion o f religious doctrines by public school teachers undesirable and forbidden The plans as a whole were to be submitted such shape and organi a tion o f thought as was believed by the au hors suitable for presentation to superintendents schools and boards o f education desiring assistance in etermini g what system o f character education shall be us d their school s The time allowed was from ct ber ebruary Wash irthday ach group o f co testants sent their plan direct by registered mail inve copies typewritten on paper free from any markings to an outsi der rincipal alvert Lafayette igh chool New ork who had been sele ted by the Donor to receive plans without ame any mark to indicate the authors accompanied by a letter giving names and addre ses o f the authors aid outsider attached a number the same number to both letter each copy the plan submitted and forwarded hree copies o f each plan to the xecutive ommittee theInstitution one co y to Donor retaining the number d and one cop o f their plan having the same number ach j dge designated number the three plans which he consi ered the very best o f hos submitted and sent the numbers to the said xecutive ommittee in turIeceivf plans thus r numbers o udges the all j n ormed ing special approval The j udges on receiving this list o f co mmended plans by number further compared these commended plans and each j ud e voted for aeach graded on arst choice and also for a second choice scale o f ten among plans resubmitted and the pri e was awa ded the plan hav ng highest total grade aid outsi der was then in formed o f the number o f the plan receiving the award and notied the Donor of the names and addresses o f the success ful contestants Iudges should be selected fromf j t was prescrib d that the board o the members o f the haract r ducation Institution lthough most o f the states organized collaborators only twenty succeeded in working out pla s for submission in the competition for the award In order to secure j udges without personal state interest invitations to the board o f j udges were conose state ned to t ans Thefailing to submit p work involved in being a j udge enormous since the aggregate for the twenty six state plans was over two thousand pages The quality
