Project World Cup - The Framework

As a youth player, I played with both Manchester United and Manchester City before moving to Bury Football Club. My career was curtailed by a serious knee injury, which only served to spur my involvement as a coach. I was Chief Scout at Oldham Athletic Football Club during the most successful period in the Club’s history and in 1997 I was appointed to oversee the development of Manchester City’s Youth policy. The City Academy became recognised as one of best in the country culminating in becoming the leaders in elite player development and the winning of the coveted FA Youth Cup. During this period 39 players progressed from the Academy to represent the Club in the Premiership, 25 progressing to represent their country as Full Internationals.

I have directed Coach Education programmes in Abu Dhabi, South Africa, China, Malaysia and Lebanon and was a guest speaker at the 2012 National Soccer Coaches Association of America Convention. I am also an Ambassador for the Football is More Foundation (FIM) in Switzerland, which supports and promotes inclusion, education, development and peace through football.

Dennis Tueart became my ally in the boardroom when I was running the Manchester City soccer academy. A truly great player who helped pioneer soccer in America, he also proved himself a top-flight Director at Manchester City, and supported me and the Academy at all times.

Joe Cummings has played a prominent role in the growth of soccer in America over a period of almost 40 years, culminating in the CEO position at the NSCAA, the largest soccer coaches association in the world. Joe invited me to speak at their annual convention in 2012 - a great honour and a terrific insight into the growth of the game across America. He has stepped down from the CEO position but continues to champion the game in America and help drive it forward.

There are many others who, either knowingly or unknowingly, have helped me with their support, advice and wisdom over many years, both inside the game and on the outside looking in.

Foreword




From an early age I was excited and enthralled by the space race between the Soviet Union and America. As I got older, I realized that the race was more about politics and propaganda than it was about discovering more about space.

In truth, it was an arm-wrestling contest between America and the Soviets, each desperate to prove that they were the ultimate superpower. Kennedy had hardly mentioned space exploration in his presidential campaign. At that time, the Soviets were in the ascendancy, Yuri Gagarin having been the first man in space when he orbited the earth in April 1961.

So I was utterly gripped a few weeks later when, as President, JFK addressed a joint session of Congress – challenging America to put a man on the moon by the end of that decade.

Until then, I had always regarded space as the place where God lived. Now it was a political arena.

Alas, I didn’t get to visit America for another fifty years.

With Russia now flexing its muscles again, and the world order in a dangerous state of flux, I believe it is time for America to dominate the world again… by becoming World Champions of the one truly global sport, soccer (or football as I call it).

I also have the temerity, or is it impertinence, to say: I will show you how to achieve that ambition.

As President Kennedy did, I will set a deadline by which America must become World Champions. It’s 2026, just three World Cup finals away from the time I am writing this.

I will also show how the methodology of putting Neil Armstrong and Buzz Aldrin on the moon can be applied to making America Soccer World Champions in 2026.

Being world champions of the one truly global sport will command respect, bring unbounded benefits -- economic, social and health. It would prove yet again that when America says it is going to do something, then it really does deliver. No question. No debate. No problem.

Chapter One
Nothing less than GREAT will do


The progress of the American men s soccer team into the last 16 of the World Cup in Brazil was rightly hailed as a terrific achievement.

President Barack Obama said:

This is the breakthrough moment.
We re in the mix now.

I know what he meant - that America must now be regarded seriously in world soccer terms; that they should no longer be regarded as no hopers and could mix it with the traditional soccer countries.

A year later, the American women s team became world champions, beating Japan 5-2 in the final in Vancouver. It was the third time that America had won the women s world cup - the first team to do so.

Soccer (football as I call it back home) is the one truly global sport - from the beaches of Rio, to back streets in Britain; from African shanty towns to the capitals of Europe, and now spreading like wildfire across America.

Figures show that more than 14 million people now play soccer in the USA; it s a permanent fixture in 50,000 high schools and 26.5 million people in America watched the 2014 World Cup final, setting a TV viewership record.

So I pay the utmost respect to the American women s team and to the remarkable progress that the women s game has made in a relatively short period of time.

However, it begs an important question that cannot be ducked any longer.

If the American women can win the World Cup three times (and win the Olympic title no fewer than four times), when will the American men s team become soccer World Champions?

Despite the unprecedented success of the women, America will not be hailed as a true soccer power until the men also become world champions. That is not decrying the success of the women in any way. It is a reality, especially in the traditional soccer countries where America is still regarded as a second-tier soccer nation.

With the greatest respect to President Obama, being in the mix isn t good enough.

When you are in the mix you can just as easily slip to the bottom as rise to the top.

I strongly suggest that for America, being in the mix isn t good enough. Not by a long chalk.

America is the leader of the free world. It has attracted settlers from across the globe, people seeking a new life. It has the power to
