I enjoyed my stint in teaching employment laws and HR practice and policy to groups of students from the Trade Unions, the HR departments of multi-national companies and the personnel department of small and medium sized organizations.

I notice that there has been a lack of understanding of the trends in the development of the only one resource that Singapore has - human talent.

This book helps people who want to deploy human talent so that the potential of individuals can be fully utilized.

The demand for the services of the employment agency is especially crucial in the next few years as the government undertakes a huge programme of public housing, infrastructure development and the completion of Terminals 4 and 5 and the development of the former Paya Lebar Airport into other uses. In 2013 an innovative step was taken to bring in Sri Lankan and Filipino workers who had been laid off with the ending of the building boom in the Gulf States. The young people of Singapore expect their employment agency to place them in jobs that are challenging and yet at the same time good sources of income

Vincent Gabriel has been teaching employment laws at various institutions to create union members, HR professionals and personnel managers.

About the approach
My approach to the employment agency is to balance the interests of three parties - the client (the employer), the worker and the government.
The employer is naturally at the centre simply because he pays the bill. However employers are required to:
Keep their employment contract
Obey the employment act
Buy insurance under the Work Injury Compensation Act
Keep an eye on the immigration act
And most of all, never stray beyond the employment of foreign manpower
The worker expects:
To be paid fairly on time and without any illegal deductions
To be properly protected against the job hazards
To be represented by the trade union
To be able to express an opinion of how he believes the job can be best done
The government as the protector of the social community, the worker and the employer has the obligation:
To issue only the correct number of work passes
To be the referee in disputes between the employer and the employee
To be the legislator to protect the life and limb of the worker and to protect the employer from frivolous law suits
To keep an eye on public opinion with regards to the flow of foreign workers into the community as unchecked migration can lead to the growth of an underclass in society.
The Fair Employment Consideration has now become an important factor in maintaining the balance between the aspiration of Singaporean PMETs and foreign nationals who want to work in Singapore and who are similarly qualified. In the end the whole process ensures that the employer gets the best applicant for the job.
To the reader of this book I am appealing to your sense of balance. You know that this is one of the golden fingers of enterprise. Profit must balance with people and the ultimate aim is harmony in society.

The Placement Of Workers Profession
At the end of this unit, you will know:
how necessary is the profession of matching able, trained, quality eager workers with organisations that need their services
how the profession moves beyond sourcing to matching skills and knowledge with job requirements
Introduction
Singapore has enjoyed full employment for a longtime simple because:
The schools churn out young people with the basic literary and numeracy skills.
The polytechnics and the institutes turn out young people with the basic skills needed by industry, commerce and the services sector.
Skills are kept relevant by re-skilling and re-training programmes. In many instances workers can enjoy a training allowance while they undertake training.
Housewives, whose children have grown up, can opt to rejoin the work force through a series of back-to-work schemes.
Ex-offenders, who wish to, are retrained with skills and placed with employers willing to mentor them.
The working age has been extended to 62 years so that the skills, experience, values and attitudes of the older worker is not lost.
Finally all these schemes have, over time, pushed skill and wage levels up and the economy displays certain sectors that are still short of labour.
These sectors include:
the construction sector
the sectors deemed: Dangerous
Dirty
lacking in Dignity
has been unable to attract enough able bodied local workers
the domestic sector
the cutting edge sector in manufacturing commerce, creative services and in the new services
Hence these are your opportunities when employers rush to you for the skilled workers they need.
About the Employment Agency Business
As indicated above, the opportunities are great and as such seen by many enterprising people.
In fact, informally the employment agency is considered as one of the GOLDEN FINGERS together with the Food Business, the Real Estate, the Private School Business and the business of Trading.
In recent years, the Employment Agency Business has come under strict controls by government agencies, simply to ensure that the buyers and sellers enjoy a fair and level playing field.
The reputations do not restrict the number of entrants. The regulations are there to ensure that both vendor and clients have the chance to be fairly treated.
In the units that follow you will learn how to become an employment agency person, with the relevant knowledge of the main laws governing the employment, the entry of foreigners into Singapore.
You will learn how to source for labour. Singapore is geographically fortunate in being in the middle of three (a) India, with a population of 1.2 billion (b) South East Asia with the large countries of Myanmar, Thailand, the Indo-Chinese archipelago which have a combined population of close to one billion and (c) China which has 1.4 billion people.

Case Study 1.1
Length of Working Life
When cleaning supervisor lost the use of both legs in a traffic accident, the High Court ruled:
that he could have carried on working until the age of 75
Having being knocked down by a lorry while cycling he is now wheel chair-bound after both his legs were amputated, one above the knee and the other below
In 2012, the cleaning supervisor was awarded $459,000 in damages, $158,400 of which was for loss of future earnings.
The cleaner had been given a multiplier of 11, which is the number of working years, the claimant would have left less a discount to factor in unforeseen circumstances like sudden death due to illness.
