This is not the proper time, sir, to enlarge on the virtues, the merits, and the services of our brother member; but, of course, the South Carolina delegation will, at some proper time in the near future, ask the House to suspend its business for the purpose of presenting appropriate eulogies on the life and character of the deceased. I ask leave at this time to offer for consideration the follow in g resolutions.
