Foreword
My introduction to real metrology was quite rude. I was applying for a job as an analytical chemist, and the laboratory director interviewing me asked how to run an infrared spectrum. After rather proudly reciting what I had been taught in college, I was immediately deflated when he asked me how accurate the measurement result would be. As I stammered my non-answer, I realized that job was not going to become mine. Oh, if I had only had The ASQ Metrology Handbook at that time!
Over the course of the past few decades, metrology has changed significantly. Concepts have been defined more rigorously. Electronics, computers, microtechnology, lasers, and many other technological developments have pushed measurement capability to almost unbelievable accuracy. The industrial world has realized that measurement is fundamental to product and process quality. Consumers demand product characteristics and functionality realizable only with today’s measurement accuracy. It is the job of the metrologist to meet the need for greater measurement accuracy by using all tools now available.
In this third edition of The ASQ Metrology Handbook, the American Society for Quality (ASQ) has assembled the basic components of the practice of metrology as it is known today. For those who want to be part of the ever-growing metrology community, it introduces the fundamental concepts in a clear and precise way. For those who are already metrology professionals, it is an ideal companion to supplement and expand your knowledge. The practice of metrology is both constant and changing. Metrology is constant in that it relies on a strong sense of the fundamental. Good measurement is based on understanding what must be controlled, what must be reported, and what must be done to ensure that repeated measurements continue to maintain accuracy. Metrology is always changing as scientists, engineers, and technicians learn more about how to make good measurements. In the latter part of the last century, concepts such as uncertainty, quality systems, statistics, and good metrology laboratory management underwent significant changes, resulting in better metrological practice.
This third edition of The ASQ Metrology Handbook provides an accessible and comprehensive summary of these new developments. Preface
I am and have been incredibly lucky in my professional career. The worldwide metrology community is a welcoming and supportive environment, even among competitors. I am among the metrologists who did not receive military training in metrology and calibration; I learned on the job and through conferences and external trainings. I found my way into the field of metrology when I stumbled across an open position at my company for someone to calibrate and manage all calibration and test equipment for the company’s microbiology, chemical, and physical engineering test labs. I had strong and diverse educational training from my biology degree coursework at the University of Michigan and had already worked as a microbiologist, an engineering test technician, an extraction and analytical chemist, and in quality functions. This position was written for me! I was able to apply scientific principles from mathematics, physics, and chemistry. I practiced the scientific method as I learned the different measurement areas and developed new and improved existing calibration procedures. Upon recommendation from accreditation assessors, I started attending metrology conferences and trainings. It was there that I learned about ASQ, the Certified Calibration Technician (CCT) certification, and The [ASQ] Metrology Handbook . Eager to learn from the best, I sought out Jay Bucher and Dilip Shah, both co-authors of The [ASQ] Metrology Handbook (1st ed.). They welcomed me and offered guidance, feedback, and opportunities. I found that other conference and training attendees also had a similar eagerness and enthusiasm for metrology. We hungered to learn more.
The [ASQ] Metrology Handbook (1st ed.) was such a great all-around reference that it was useful beyond just studying for the ASQ-CCT exam. It was applicable beyond just bench-level knowledge and application. It was the reference that I, and so many others, needed and used. Once I passed the CCT exam, I was in the pool of CCTs to be invited to CCT exam workshops. From my time participating in these workshops and serving on the ASQ Certification Board, I learned about the rigor of ASQ certification exams. The professionals at ASQ who support the exam development and update processes use sound statistical, quality, and psychometric practices to uphold the rigor and integrity of the ASQ Certification exams. There is good reason that ASQ certifications are so highly regarded around the world!
I was fortunate to be asked by Jay Bucher to contribute to the second edition of The [ASQ] Metrology Handbook for its publication in 2012. I was able to share some of what I had learned at conferences and trainings in that Handbook . It felt good to share useful knowledge and practices in a format and medium that would be accessible by so many. These activities continued and I made contributions to other publications and organizations as well. Shortly after Jay Bucher passed away, the CCT exam went through another update cycle. Just after that five-year exam update cycle was completed, one of the most frequently referenced publications, ISO/IEC 17025:2017, was updated and published. This caused headaches for the ASQ-CCT Certification subcommittee, as the CCT exam still referenced the 2005 version of ISO/IEC 17025 and folks were now using the 2017 version. The 2017 version would be addressed in the next CCT exam update cycle. As the next CCT exam update cycle approached, Jay was no longer around to pull together the other contributing authors. In addition to ISO/IEC 17025, there had been remarkable changes in other international standards, measurement technologies, and quality practices, as well as in the redefinition of the entire International System of Units (SI). There needed to be an update to the most popular reference for the ASQ-CCT certification exam as well as to make it more attractive to even more professionals in more disciplines than just physical-dimensional.
As chair of ASQ-Measurement Quality Division and with so many professional connections in the global metrology community, I felt the responsibility to lead the effort to update The ASQ Metrology Handbook to its third and most comprehensive edition to date. The large and diverse group of contributing authors and supporting reviewers are top-notch leaders in their fields and have contributed the best of their knowledge and applications.
