But the Arab countries do not have the choice. If they want to develop, they must concurrently adjust to globalization, liberalize and exploit the opportunities induced by scientific revolutions. This will be achievable in the context of a society that is open to pluralism and innovation and is mobilized, while being integrated regionally and internationally.
