Pierre Kende : Die Optimierung der wirtschaftlichen Mittel in einer Planwirtschaft.
Nach einem schnellen Ueberblick über die Arbeiten und uber die, das Problem des Optimums in einer
sozialistischen Wirtschaft betreffenden Stellungnahmen, nimmt sicht der Verfasser die Prufung der,
jeder Losung impliziten, Grundbegriffe vor. In dieser Analyse wird der Rahmen einer faktischen
Planwirtschaft berticksichtigt (1. Abschnitt). Die Produktion wird in einer solchen Wirtschaft zweierlei Art
bestimmt, und zwar durch die Entscheidungen des zentralen Wirtschaftsplaners und die von den
Verbrauchern getroffenen Wahlen. Die Entscheidungen sind nicht imstande, irgendein Optimum zu
bestimmen; dieses kann bloss in Zusammenhang mit einem sozialisierten Prozess der Mikrowahlen
auftauchen. Ein « Wert », im wirtschaftlichen Sinn des Wortes, wird nur durch diesen Prozess an den
Tag gelegt (2. Abschnitt). Die Eigenartigkeit des Optimumsproblem in einer Planwirtschaft besteht darin,
dass der Wirtschaftsplaner über keine fertigen Kriterien fur seine Entscheidungen verfiigt; er selbst «
sekretiert » diese Kriterien. Die Optimierung muss in Bezug auf verschiedene Machts — und
Wohlstandsziele definiert werden (3. Abschnitt). Die richtige Wahl zwischen den verschiedenen
Ausfuhrungsmitteln wird jedoch dadurch sehr erschwert, dass die Preise nichts bedeuten. Weder
entsprechen sie den gesellschaftlich notwendigen Kosten, noch können sie die Berechnungen der
Firmen lenken. Daher können die « Produktivitaten » nur innerhalb einer Produktion verglichen werden,
während sie in den intersektoriellen Gegenüberstellungen jeder Abschätzung entgehen. Die globale
Produktivitat einer Wirtschaft wird aber erst durch die Verteilung der verfiigbaren Mittel in den
verschiedenen Sektoren, bestimmt. Wenn er strukturell nachwirkende Wahlen zu treffen hat, muss der,
fester Kriterien entbehrende, Wirtschaftsplaner zu einem Notbehelf greifen.
Resumen
Pierre Kende : El caudal óptimo en una economía organizada.
Tras un breve recorrido de los trabajos y las opiniones que conciernen el problema de lo óptimo en una
economía socialista, se propone el autor examiner los conceptos de base implícitos en cualquier
solución. Se hace ese análisis teniendo cuenta de los cuadros de una verdadera economía planificada
(capítulo primero) . En ese tipo de economía dos determinismos orientan la producción : las opciones
del planificador central y los escogimientos de los consumadores. Las primeras no pueden determiner
ningún « óptimo » ; ése no puede aparecer sino en relación con un proceso socializado de las
resoluciones individuales. Ese proceso es el que détermina un « valor », según el sentido económico
del término (capítulo segundo). La originalidad del problema de lo óptimo en una economía organizada
consiste en el hecho de que el planificador no dispone de criterios ya hechos por sus determinaciones ;
los « sécréta » él. La mayoria debe definirse por referencia a un conjunto de objetivos de poder y de
bienestar (capítulo tercero). Se opone sin embargo un obstáculo importante a la elección correcta entre
diferentes medios de ejecución : la ausencia de los precios significativos. No corresponden ellos con
los gastos socialmente necesarios, y no tienen la facultad de orientar los calculos de las firmas. Résulta
que las « productividades » no pueden ser comparadas sino dentro de una producción, mientras que
salen del aprecio en las comparaciones entre sectores. Ahora bien, es el reparto del caudal entre los
sectores que decide de la productividad global de una economía. Desprovisto de criterios sólidos y
colocado ante resoluciones con incidencias estructurales, por fuerza el planificador recorre a
expedientes (capítulo cuarto).
Abstract
Pierre Kende : The optimum use of resources in a planned economy.
After a rapid bird's eye view of documents and positions taken concerning the problem of optimum
production in a socialist economy, the author decides to study the basic concepts implicit in every
solution. This analysis takes into account the framework of an actual planned economy (Part I). In this
type of economy, two determining factors weigh on production : the options of the central planner and
the choice of the consumers. The former cannot determine any « optimum » ; the best level of
production can only spring up in relation to a socialized process of « micro-choice ». It is this process
that makes evident a « value » in the economic sense of the term (Part II) . The originality of the
problem of « optimum » in a planned economy consists in the fact that the planner does not have a list
of criteria at his disponal, for the making of decisions ; he «secretes» them himself. Optimum productionis defined in reference to a group of objectives, of power and welfare (Part III). Netherveless there is a
great obstacle to the right choice between the different means of production : the absence of significant
prices. These prices do not correspond to the socially necessary costs, nor do they have the possibility
of orienting the calculations of enterprises. It follows that « productivity » can only be compared within a
given production unit while it escapes appreciation in comparison with one sector and another.
However, it is the division of resources between sectors which decides the over-all productivity of an
economy. Without solid criteria, the planner, faced with the choice of structural occurences, is forced to
resort to expedients (Part IV).

Пьер Кенд : Оптимизация ресурсов в планированом хозяйстве.
После побежного просмотра работ и точек зрения в отношении к проблеме оптимума в
социалистической экономики, автор предлагает рассмотреть основные понятия предполагаемые
при всех решениях. Этот анализ проводится беря во внимание реальное плановое хозяйство (1
глава). — В этом типе экономики оказывают воздействие на продукцию два детерминизма :
делаемый планификатором центра выбор и выбор определяемый потребителями. Первый не
может установить никакого « оптимума » : он не может появиться как только в связи с процессом
общественного микро-выбора. Это именно тот процесс который позволяет проявиться «
стоимости » в экономическом смысле термина (2 глава). — Особенность проблемы оптимума в
планированом хозяйстве состоит в том что планификатор не располагает для своих
постановлений готовыми уже критериями; он их « выделяет » сам. Оптимизация должна
определяться посредством справки к целости задач по мощности и материальному
благосостоянию (3 глава). Между тем замечается большое препятствие в правильном выборе
различных средств при исполнении : отсутствие показательных цен. Эти цены не соответствуют
социально необходимым стоимостям также как не имеют свойства ориентировать калькуляцию
фирм. Из этого следует что « продуктивности » могут быть сравнимы только внутри одной
продукции, между тем как они ускользают оценке в междусекторных сравнениях. А ведь именно
распределение средств между секторами решает глобальную продуктивность в экономике.
Лишенный основательных критериев, планификатор, поставленный перед выборами о

L'optimation des ressources
dans une économie planifiée
I. — Quelques données sur l'histoire du problème
Le problème de l'optimation des ressources par une collectivité qui
serait entièrement maître de ses décisions a fait couler beaucoup d'encre
depuis quelque soixante ans. Dans un sens c'est là même le problème clé
pour la théorie d'une économie socialiste. On verra si c'est aussi vrai la pratique qui se réclame du socialisme.
Observons alors, pour commencer, que Marx ne s'est jamais attaqué
à ce problème bien qu'il en ait conçu les implications les plus générales.
Il était en effet évident pour lui que le capitalisme privé comporte un
gaspillage des forces productives et que le socialisme (évoqué par l'auteur
du Capital comme « association libre des producteurs ») consiste donc,
entre autres, dans la soumission de l'économie à « l'intelligence sociale ».
On peut même dire que dans l'esprit de Marx — et d'Engels — ce règne
de l'intelligence comprenait la croissance : dès 1847, le Manifeste commun
iste préconisait l'accroissement « au plus vite » de la « masse des forces
productives ». Pourtant le problème de l'orientation de ces forces, confo
