Presentation One major objective of the latest wave of enlargement is to complete the transition of new member countries to the market economy and promote their development. Western members nevertheless have expressed fears that the new members may represent too much of a burden for their own economies or the European budget. This paradox first surfaced during the negotiation phase and the public debate now focuses on wage and tax competition, which would be used by new members to attract production facilities and jobs. The focus on the issue of relocation in East European countries partly results from the fact that enlargement takes place in a context of increasing global competition. The emergence of new competitors on global markets increases the pressure to both innovate and control costs. These evolutions combine to lead companies to re organize their global production and supply networks in order to benefit both from costefficient locations and easy access to expanding markets. This conference analyses the impact of enlargement on the competitiveness of European firms in this global context. Integration of the new members into pan European production networks started in the 1990s, but the process now takes place in a global environment in which competitive pressures from emerging countries will continue to grow on both old and new EU members. The conference will draw on general contributions and sector analyses to discuss the conditions under which enlargement can represent an opportunity to strengthen firms’ competitiveness and take advantage of the economic dynamism of the new members.
