The social foundations of economic neutrality Examination of the appointments to the Banque de Mone tary Policy Council throws light on some of the social conditions of economic neutrality The creation of this college of wise- men was an official act whose success depends on whether or not the personalities appointed possess the properties of ortho doxy They must also appear to embody differentiated social interests and exhibit some form of monetary expertise Each of these conditions is point of contention as is shown by compa ring the fictional Council imagined by economic journalists with the Council actually appointed The contention is all the more intense since what is at issue is the construction of an internatio nal economic and social order
