Contraception spending review 2009 1. Background 1.1 In 2008, as part of the Comprehensive Spending Review, the Department of Health announced an extra £26.8 million investment in contraception services. £14 million was allocated to Strategic Health Authorities (SHAs) and the remaining £12.8 million directly to Primary Care Trusts (PCTs) within their main budgets. This money was not ring-fenced. 1.2 The Department of Health’s stated intention was that the funding should be invested in working with women of all ages to promote the uptake of Long Acting Reversible Contraception (LARC) and in improving young people’s access to and uptake of sexual health advice and contraception services. 1.3 In an increasingly uncertain economic climate, with PCTs under pressure to prepare for leaner times ahead, three of the UK’s leading sexual health charities, Brook, fpa and Terrence Higgins Trust (THT) were concerned that not all of the allocated money was reaching frontline contraception services. 1.4 In 2009, the three organisations conducted a snapshot review of PCTs in order to give some indication of how the extra money allocated for contraception was being spent. 2.
