MARICOPA COUNTY, ARIZONA
PRESIDENTIAL PREFERENCE ELECTION
FEBRUARY 5, 2008
HAND COUNT/AUDIT REPORT
Precinct Hand Count/ Audit
Pursuant to A.R.S §16‐602(C), Maricopa County conducted the hand count/audit for the
February 5, 2008 Presidential Preference Election. The statutory requirement is for 2% of the
precincts/polling places used for the given election. A total of 8 of the 347 precincts/polling
places were audited. The precincts/polling places were selected in a random drawing by Mark
Manoil, Maricopa County Democratic Party Chair and Tom Husband, Maricopa County
Republican Party Chair.
The representatives from the parties met at 11:00pm on Tuesday, February 5, 2008 to conduct
the drawing. There are only two offices to be selected from for this Election (Democratic
Presidential Candidates and Republican Presidential Candidates). Through a toss of a coin, the
office to be audited was selected. The “Democratic Presidential Candidate” office was selected.
The Republican Party was then allowed to begin the selection of the 8 precincts/polling places
by lot and selection alternated between the two Political Party Chairs, until all 8
precincts/polling places were selected. In addition, Maricopa County Elections Department
chose to audit the Republican Presidential Candidate office from 2 of the already selected
precincts/polling places that existed. The choice of these 2 additional precincts/polling places
was drawn by lot by the Republican Party Chair. The precincts/polling places selected are
identified on the “Master Precinct and Race Selection Worksheet” that follows.
The hand count/audit began at 1:00pm on Wednesday, February 6, 2008 and was concluded on
Thursday, February 7, 2008 at 2:30 pm.
The tabulation method used was the stack‐to method for the optical scan ballots and the tally
method for the accessible voting devices (DRE). The audit was conducted by a three member
board made up of no more than two members from the same political party.
The precinct hand count/audit was performed on both the optical scan ballots and ballots cast
on the accessible voting devices for each of the precincts/polling places selected.
Early Ballot Hand Count/Audit
Pursuant to A.R.S. §16‐602(F), Maricopa County conducted the hand count/audit for the Early
Ballots voted in Maricopa County. The statutory requirement is for 1% of the total early ballots
cast. The number used to determine the quantity was the total number of Early Ballots
requested which totaled 446,602. The Early Ballots are processed in batches of 200. The
number of batches that were to be selected was 25 or approximately 5,000 ballots.
The batches selected are identified on the “Master Precinct and Race Selection Worksheet”
that follows. The 5,000 ballots in the 25 batches selected exceed the 1% statutory requirement.
The observers for the political parties selected the batches during the tabulation of the Early
Ballots which began after the completion of the Logic and Accuracy test. Each political party
independently selected their batches.
Conclusions
The primary benefit of the hand count/audits is that it shows that the equipment does
accurately tabulate the votes on the ballots.
There were no variances that occurred and the final result reports, that follow, indicate such.
