SUBJECT: FOUNTAS AND PINNELL BENCHMARK ASSESSMENT SYSTEM AND

DEVELOPMENTAL READING ASSESSMENT ALLOCATION

As part of the Periodic Assessment Program, this year schools serving students in grades K-2 had

the option to select the Fountas and Pinnell Benchmark Assessment System or Developmental

Reading Assessment (DRA). These alternatives are geared towards assisting schools in

developing and using assessment techniques and tools to achieve the educational objectives of

the Division of Accountability and Achievement Resources’ Periodic Assessment Program.

In addition to selecting the Fountas and Pinnell Benchmark Assessment System or DRA, schools

also have the option to continue to administer ECLAS-2. The Department of Education provides all

necessary materials to schools administering ECLAS-2. Schools that choose to administer Fountas

and Pinnell Benchmark Assessments or DRA in lieu of receiving ECLAS-2 materials received a

funding allocation to help defray the costs of the alternate assessment programs. Schools

choosing to continue to administer ECLAS-2 in conjunction with Fountas and Pinnell Benchmark

Assessments or DRA will not receive a funding allocation but will receive ECLAS-2 materials.

Seventy-one schools received funding for the Fountas and Pinnell Benchmark Assessments and

forty-four schools received funding for the Developmental Reading Assessments during the 2009-

10 school year.

All DOE schools, grades K-2, were eligible to select this package for their Periodic

Assessment plan.

Funds are specifically targeted toward the schools’ implementation, interpretation, and

communication of assessment materials and results.

The allocation is conditioned on schools’

complying, whenever applicable, with the requirements set forth in the Division of Accountability

and Achievement Resources’

Schools participating in this assessment program will

receive $750.00.

The attached table displays the allocation for each school that selected these assessment

alternatives.

Funds should be scheduled in the allocation category
